WORKFORCE TRENDS<br />

Between December 31, 2008 and December 31, <strong>2009</strong> the<br />

number of temporary contracts decreased from 4,939 to 3,911<br />

throughout the <strong>France</strong> <strong>Tele<strong>com</strong></strong> Group. In <strong>France</strong>, temporary<br />

contracts decreased by 340 (1,786 at end <strong>2009</strong> versus 2,126<br />

at end 2008). Outside <strong>France</strong>, the decrease was 688 temporary<br />

employees, from 2,813 at end December 2008 to 2,125 at end<br />

December <strong>2009</strong>, with a notable decrease in Poland (264), the<br />

Africa/Middle East/Asia area (175), and countries in the Europe/<br />

Middle East area (190).<br />

The breakdown of persons employed in <strong>France</strong> by business line<br />

was as follows at December 31, <strong>2009</strong>:<br />

The number of external hires in <strong>2009</strong> in <strong>France</strong> was 1,317, in<br />

the strategic areas of sales and customer relations, business<br />

services, innovation, information system development and<br />

multimedia. They also involve networks-related jobs under the<br />

skills renewal program for on-site intervention workers.<br />

The number of external hires at <strong>France</strong> <strong>Tele<strong>com</strong></strong> S.A. in <strong>2009</strong><br />

includes 300 employees hired on a part-time basis in the area<br />

of customer relations (stores and telephone customer services).<br />

These employees were hired due to the signifi cant number of<br />

departures in this category. Excluding these replacements, the<br />

total number of external hires <strong>2009</strong> was 1,017 in <strong>France</strong> versus<br />

1,297 in 2008 for the same scope.<br />

External hires in international subsidiaries remained high,<br />

although at a lower level than in 2008. This recruiting was<br />

necessary to renew skills in growing business lines and to<br />

<strong>com</strong>pensate for high turnover in some countries.<br />

Transfers to the public Sector<br />

In <strong>2009</strong>, the public sector transfer policy for civil servants was<br />

continued. There were 327 transfers in <strong>2009</strong>, signifi cantly less<br />

than in 2008 (1,121 departures), due to the suspension of the<br />

special support programs negotiated with the public sector, as<br />

of December 31, 2008. 35% of transfers involved management<br />

staff and 65% involved non-management staff.<br />

The following table shows the breakdown of transfers of civil<br />

servants to the public sector by destination for the year ended<br />

December 31, <strong>2009</strong>.<br />
