open international economic and political system which will contribute<br />

towards the overall development of the concept and better handling with the<br />

problems of environment degradation. The role of women and young people<br />

is especially highlighted in terms of the sustainable development, for a better<br />

future of the whole world population and the need to establish an<br />

international legal framework for the sustainable development.<br />

Apart from the Declaration at the conference in Rio, the most important<br />

international document in the field of sustainable development has been<br />

adopted, known as Agenda 21, with which the sustainable development<br />

acquires an international normative framework.<br />

The Declaration of the General Assembly of the UN on millennium<br />

goals, adopted at the conference in New York in 2000, also pays much<br />

attention to the concept of sustainable development. The conference was<br />

attended by presidents and prime ministers of almost all UN member<br />

countries. The declaration emphasizes the collective responsibility of states<br />

as well as their individual responsibility for the global development. The<br />

declaration on millennium goals positively evaluates the globalization<br />

process and mentions that in the future globalization should bring more<br />

economic benefits, equality and justice all over the world. The respect for<br />

nature has been determined as a wise and rational management with all<br />

natural resources in accordance with the sustainable development and the<br />

interests of future generations. It should be insisted in stopping the further<br />

excessive exploitation of natural resources. The Declaration clearly reveals<br />

the need to intensify the collective efforts for sustainable management,<br />

conservation and sustainable development of all kinds of forests as well as a<br />

stronger implementation of the Kyoto Protocol and reduction of emissions of<br />

greenhouses gases, implementation of the Convention on protection of<br />

biodiversity, management of droughts, devastation and lack of water, as<br />

well as bigger efficiency in predicting and dealing with natural disasters.<br />

In terms of the intensification of the concept of the sustainable<br />

development, a great role is played by the Conference about sustainable<br />

development in Johannesburg which was held in 2002. An evaluation of the<br />

ten year period of the implementation of the concept of sustainable<br />

development was made at the conference, i.e. the period after the Rio<br />

conference. The Declaration for Sustainable Development was adopted at<br />

the Johannesburg’s conference. The Declaration emphasizes the common<br />

global responsibility for the implementation of the concept of sustainable<br />

development, whereupon the three basic pillars are reaffirmed and they<br />

represent basic aims of the sustainable development: economic and social<br />

development and protection of the environment and their implementation at<br />
