2> if the last “CSG Proximity Indication” transmitted for the concerned RAT and frequency was a leaving<br />

indication, and more than 5 s has elapsed since i<strong>ts</strong> transmission,<br />

3> set the IE "CSG Proximity Indication" to "entering";<br />

3> set the IE "CSG Frequency info for UTRA" or "CSG Frequency info for E-UTRA " to the frequency of<br />

the cell(s) for which the Proximity Indication was triggered.<br />

1> if the UE leaves the proximity of all the CSG member cell(s) on a frequency of the enabled RAT, the UE shall:<br />

14.7a.5 E-UTRA measuremen<strong>ts</strong> for CSG/Hybrid cells<br />

For each cell reported in the IE "E-UTRA measured resul<strong>ts</strong>" of an E-UTRA inter-RAT Measurement Report, which is<br />

also included in the IE "E-UTRA SI Acquisition" associated with the measurement:<br />

1> if the UE acquired the system information of the concerned cell:<br />

2> include the following IEs in the IE "E-UTRA Resul<strong>ts</strong> for SI Acquisition":<br />

3> "CGI-Info" IE;<br />

3> if the concerned cell broadcas<strong>ts</strong> a CSG identity:<br />

4> "CSG Identity" IE;<br />

4> if the concerned cell is CSG member cell:<br />

5> "CSG Member indication" IE and set it to "member";<br />

5> "Primary PLMN Suitable" if the Primary PLMN Identity mee<strong>ts</strong> the CSG member cell definition;<br />

5> "CSG PLMN Identity" IE of all other PLMNs broadcast that fulfil the CSG member cell<br />

definition.<br />

If the UE needs measurement gaps to read the system information on the E-UTRA cell, the system information of the<br />

reported cell can be acquired by the UE via autonomous measurement gaps when the IE " E-UTRA SI Acquisition" is<br />

received by the UE, i.e., UE is allowed to temporarily abort communication with the serving cell to perform SI<br />

acquisition within the limi<strong>ts</strong> as specified in [74]. UE shall send the measurement report before the maximum provided<br />

time specified in IE “Periodical reporting criteria” if the UE is able to acquire SI early.<br />

14.8 Void<br />

14.9s Downlink power control<br />

14.9.1 Generalities<br />

This function is implemented in the UE in order to set the SIR target value on each CCTrCH used for the downlink<br />

power control. This SIR value shall be adjusted according to an autonomous function in the UE in order to achieve the<br />

same measured quality as the quality target set by UTRAN. The quality target is set as the transport channel BLER<br />

value for each transport channel as signalled by UTRAN.<br />
