4.3 Protocol specification principles<br />

This protocol specification is based on the applicable general guidelines given in [14].<br />

In this specification, a notation of variables is used. The variables are defined in subclause 13.4. Variables are typically<br />

used to represent a status or a result of an action, such as reception of an information element in a message, which is<br />

used to specify a behaviour somewhere else in the specification, such as when setting the value of an information<br />

element in a transmitted message. The variables only serve the purpose of specifying the protocol, and do not therefore<br />

impose any particular implementation.<br />

When specifying the UE behaviour at reception of messages, the behaviour that is tied to reception or non-reception of<br />

individual information elemen<strong>ts</strong>, and in some cases combinations of information elemen<strong>ts</strong>, is specified in one location<br />

(subclause 8.6).<br />

5 RRC Functions and Services provided to upper<br />

layers<br />

5.1 RRC Functions<br />

The RRC performs the functions listed below. A more detailed description of these functions is provided in [2]:<br />

- Broadcast of information related to the non-access stratum (Core Network);<br />

- Broadcast of information related to the access stratum;<br />

- Establishment, maintenance and release of an RRC connection between the UE and UTRAN;<br />

- Establishment, reconfiguration and release p-t-p of Radio Bearers;<br />

- Establishment, reconfiguration and release of p-t-m Radio Bearers;<br />

- Assignment, reconfiguration and release of radio resources for the RRC connection;<br />

- RRC connection mobility functions;<br />

- Control of requested QoS;<br />

- UE measurement reporting and control of the reporting;<br />

- Outer loop power control;<br />

- Control of ciphering;<br />

- Slow DCA (TDD mode);<br />

- Paging;<br />

- Initial cell selection and cell re-selection;<br />

- Arbitration of radio resources on uplink DCH;<br />

- RRC message integrity protection;<br />

- Timing advance (TDD mode);<br />

- CBS control;<br />

- MBMS control.<br />
