Mediation is usually successful in interpersonal disputes.... labour management,
community and environmental disputes. Mediation has not been successful in
international disputes because of their complexity, and the fact that they are usually
past the stage where they can be said to be 'ripe" for mediation. If mediation is tried
either before or after this crucial stage, then they will not succeed.
The nature ofthe parties, the issues, and the mediator are also important factors
in mediation. The mediator must be skilled. Much mediation breaks down because the
mediators do not have enough skills for the process. The mediator must also be credible
and be III a position 'to reward cooperation and punish obstinacy"

quoted of how former D.S. President Jimmy Carter in the Egypt-Israel conflict, was
able to promise D.S assistance in the case ofcooperation and reduction ofD.S. support
in the case ofresistance.
There are also different expectations for mediators. Countries like North
America prefer mediators who are neutral and impartial to both parties.

parties prefer a mediator that is partial or is an insider, but who enjoys the credibility of
both sides. This IS called "Insider-Partial Mediation"

preferred because although he is connected to one ofthe sides, he is respected by both
and he knows the situation better. He will also be available to see that the agreement is
implemented. The outsider may not be available when problems develop in the
implementation ofthe agreement.
