Mediation is usually successful in interpersonal disputes.... labour management,<br />

community and environmental disputes. Mediation has not been successful in<br />

international disputes because <strong>of</strong> their complexity, and the fact that they are usually<br />

past the stage where they can be said to be 'ripe" for mediation. If mediation is tried<br />

either before or after this crucial stage, then they will not succeed.<br />

The nature <strong>of</strong>the parties, the issues, and the mediator are also important factors<br />

in mediation. The mediator must be skilled. Much mediation breaks down because the<br />

mediators do not have enough skills for the process. The mediator must also be credible<br />

and be III a position 'to reward cooperation and punish obstinacy"<br />

quoted <strong>of</strong> how former D.S. President Jimmy Carter in the Egypt-Israel conflict, was<br />

able to promise D.S assistance in the case <strong>of</strong>cooperation and reduction <strong>of</strong>D.S. support<br />

in the case <strong>of</strong>resistance.<br />

There are also different expectations for mediators. Countries like North<br />

America prefer mediators who are neutral and impartial to both parties.<br />

parties prefer a mediator that is partial or is an insider, but who enjoys the credibility <strong>of</strong><br />

both sides. This IS called "Insider-Partial Mediation"<br />

preferred because although he is connected to one <strong>of</strong>the sides, he is respected by both<br />

and he knows the situation better. He will also be available to see that the agreement is<br />

implemented. The outsider may not be available when problems develop in the<br />

implementation <strong>of</strong>the agreement.<br />
