prisoners and other individuals. Therefore the interim constitution was amended to<br />

include 6 December 1993 as the cut-<strong>of</strong> date for amnesty. However, right-wing<br />

organisations also wanted amnesty for their members who had committed <strong>of</strong>fences<br />

before the 1994 elections. The cut-<strong>of</strong>f date was again amended to 11 May 1994. This<br />

was done to make sure that the process <strong>of</strong>reconciliation was inclusive and to gain rightwing<br />

support.<br />

Robert McBride and Barend Strydom who had committed crimes that caused<br />

the whole country to feel outraged were also released in an attempt to reach a political<br />

settlement. Robert McBride had exploded a bomb outside two bars in Durban killing<br />

three civilians and injuring 69 people. He was granted indemnity early in 1993 on the<br />

grounds that his act was politically motivated. White South Africans in particular did<br />

not approve <strong>of</strong>his release.<br />

Barend Strydom had shot dead an African woman and injured another. He was<br />

also released early in 1993 on the grounds that his act was politically motivated as he<br />

claimed commitment to the Herstigte Nasionale Party (HNP), and the Afrikaanse<br />

Weerstandsbeweging (AWB)<br />

The moving target <strong>of</strong>fer is also used because the superiors will supposedly not<br />

support the decision taken. However, there are also those negotiators who do not even<br />

feel the need to make an excuse for revising <strong>of</strong>fers. They can be stopped from changing<br />

their <strong>of</strong>fers by insisting on the original <strong>of</strong>fer otherwise the negotiation stalls, or by<br />

making a less desirable <strong>of</strong>fer following the opposition's revision <strong>of</strong> their <strong>of</strong>fer. This,<br />

according to Fuller (1992), makes this tactic ineffective.<br />
