29. This work also includes domestic service, which is carried out mainly by
girls and is classified as a WFCL, often carried out under slavery-like conditions.
Salazar points out that ‘[h]undreds of thousands of very young girls
[in Latin America] are concentrated in...domestic service’ (2001, p. 173).
IPEC Honduras estimates that there are about 100,000 minors working in
domestic service in Tegucigalpa alone (personal communication).
30. This code interprets children’s rights in the Honduran context in the light
of the CRC. Article 114 specifically calls for state action for the gradual
eradication of child labour.

32. The President (Flores Facusé) issued this decree in 1998 as a response to
advocacy work undertaken by NGOs, which helped make child labour a

37. IPEC is instrumental in the field of training of both NGOs and governmental
organizations. It has also drawn up a manual for the training of labour
inspectors. This helps to strengthen the monitoring mechanisms on child
labour (www.eltrabajoinfantil.com/english/conozca1.htm).
38. The Commission, responsible for setting up the PAN and responsible for
its implementation, does not include working children, which is seen as
a limitation of the Commission and of the PAN more generally (personal
communication).
39. Work permits are ‘a prerequisite for entering employment’ (ILO, 1996, p. 82).
Needless to say, such permits are only granted for work which is acceptable
by its nature and the conditions it is carried out in. Consequently, they do
not cover the informal sector where most of the WFCL occur.

41. The demand side of child labour shows that children are employed precisely
because they are children: that is for the fact that they provide cheap labour
