29. This work also includes domestic service, which is carried out mainly by<br />

girls and is classified as a WFCL, <strong>of</strong>ten carried out under <strong>slavery</strong>-like conditions.<br />

Salazar points out that ‘[h]undreds <strong>of</strong> thousands <strong>of</strong> very young girls<br />

[in Latin America] are concentrated in...domestic service’ (2001, p. 173).<br />

IPEC Honduras estimates that there are about 100,000 minors working in<br />

domestic service in Tegucigalpa alone (personal communication).<br />

30. This code interprets children’s rights in the Honduran context in the light<br />

<strong>of</strong> the CRC. Article 114 specifically calls for state action for the gradual<br />

eradication <strong>of</strong> child labour.<br />

37. IPEC is instrumental in the field <strong>of</strong> training <strong>of</strong> both NGOs and governmental<br />

organizations. It has also drawn up a manual for the training <strong>of</strong> labour<br />

inspectors. This helps to strengthen the monitoring mechanisms on child<br />

38. <strong>The</strong> Commission, responsible for setting up the PAN and responsible for<br />

its implementation, does not include working children, which is seen as<br />

a limitation <strong>of</strong> the Commission and <strong>of</strong> the PAN more generally (personal<br />

39. Work permits are ‘a prerequisite for entering employment’ (ILO, 1996, p. 82).<br />

Needless to say, such permits are only granted for work which is acceptable<br />

by its nature and the conditions it is carried out in. Consequently, they do<br />

not cover the informal sector where most <strong>of</strong> the WFCL occur.<br />

because they are children: that is for the fact that they provide cheap labour<br />
