(21) Article 33 - Contracting Out <strong>of</strong> Work, except for appropriate arrangements foradversely affected employees as per Article 32.(22) Article 34 - Negotiation and Supplementation(23) Article 36 - Duration and Extent <strong>of</strong> AgreementB. When the Union indicates a decision to negotiate a supplement to the Master Agreement, it mustsubmit written proposals to local Management level. A local supplement may be negotiated onceduring the term <strong>of</strong> the Master Agreement, provided that negotiations are initiated at least one (1)year prior to the third anniversary <strong>of</strong> this Master Agreement. Negotiations will occur as soon aspossible after submission, normally within fifteen (15) work days. The Parties may inform theFederal Mediation and Conciliation Service (FMCS) <strong>of</strong> the dates <strong>of</strong> negotiations. The parties willnegotiate for a period not to exceed 40 hours over six (6) consecutive work days. If the issuesremain unresolved, the parties shall utilize the services <strong>of</strong> a mediator. In no case will mediationexceed the time allotted for negotiations. Should mediation fail to resolve the issue(s), final<strong>of</strong>fers shall be submitted within three (3) work days to the <strong>Bureau</strong>/Office Labor Relations Officerand the Union President, or designee. The parties shall negotiate for a period <strong>of</strong> time not toexceed eight hours. If the issue(s) remain unresolved, the parties shall submit the final <strong>of</strong>fers toFSIP within ten (10) work days.C. All supplemental <strong>agreement</strong>s will be titled Supplemental Agreement to the Master Agreement<strong>between</strong> the Federation <strong>of</strong> <strong>Indian</strong> Service Employees, AFT, AFL-CIO and The AssistantSecretary – <strong>Indian</strong> Affairs, <strong>Bureau</strong> <strong>of</strong> <strong>Indian</strong> Affairs, <strong>Bureau</strong> <strong>of</strong> <strong>Indian</strong> Education, and Office <strong>of</strong>the Special Trustee for American <strong>Indian</strong>s, located at (name <strong>of</strong> worksite). The supplemental<strong>agreement</strong> will become a part <strong>of</strong> the Master Agreement and subject to the terms and conditions<strong>of</strong> this Agreement. Supplemental <strong>agreement</strong>s will not change the Master Agreement negotiatedby the Union and Management. Supplemental <strong>agreement</strong>s will expire on the same date as theMaster Agreement. If negotiation on a new Master Agreement has not been requested thesupplement <strong>agreement</strong>s will remain in effect.Section 7. Content <strong>of</strong> NoticesNotification <strong>of</strong> change(s) in policies, procedures, working conditions, and/or conditions <strong>of</strong> employment,should include a description <strong>of</strong> the change and proposed implementation date. It shall also includesupporting documentation, such as:A. Organizational charts;B. Change in space assignments;C. Staffing patterns; orD. Other information when appropriate to the change.126
