Article 6Voluntary Allotment <strong>of</strong> Union DuesSection 1. Deduction ProvisionsManagement will continue to deduct Union dues from the pay <strong>of</strong> employees in the unit, subject to thefollowing provisions: The Union agrees to procure SF1187s, Request and Authorization for VoluntaryAllotment <strong>of</strong> Compensation for Payment <strong>of</strong> Employee Organization Dues, and SF-1188’s, CancellationForms; and furnish them to eligible employees desiring to authorize/cancel an allotment for withholding<strong>of</strong> dues from their pay, providing that:A. The employee’s earnings are sufficient to cover the amount <strong>of</strong> the allotment; andB. Union representative has completed and signed Section A <strong>of</strong> SF-1187 and forwarded it to theappropriate Labor Relations Specialist.Section 2. Dues ChangesThe President or other authorized <strong>of</strong>ficial <strong>of</strong> the Union will notify the <strong>Bureau</strong>/Office Labor RelationsOfficer when the Union’s dues structure changes. The change will be submitted by an appropriatemanagement representative to the payroll servicing provider within ten (10) work days <strong>of</strong> receipt inaccordance with the payroll servicing provider change process.Section 3. AllotmentsAllotments will be effective at the beginning <strong>of</strong> the first full pay period after receipt <strong>of</strong> the SF-1187 atthe appropriate Human Resources Office, providing such notice is received at least five (5) work days inadvance <strong>of</strong> the beginning <strong>of</strong> the pay period. Once processed and effective, the dues allotment for a<strong>bargaining</strong> unit member may not be revoked or cancelled for a period <strong>of</strong> one (1) year in accordance with5 USC 7115(a).Section 4. RemittanceManagement will ensure deductions are properly made and remittance made each pay period to theUnion.Section 5. CancellationThe employee may terminate the deduction <strong>of</strong> dues by submitting a SF-1188 (or other written substitute)to the Human Resources Office. The Human Resources Office must receive a dues cancellation form atleast five work days in advance <strong>of</strong> the beginning <strong>of</strong> the pay period for the applicable cancellation date.For employees who have less than one year <strong>of</strong> dues deductions, the cancellation will be effective on thepay period that begins 52 weeks from when the first dues allotment was taken from the employee’s pay23
