epresentatives may receive, investigate and present grievances or appeals orother representational duties under this <strong>agreement</strong> during duty hours.b. Official time for representational duties for a Chief Steward will not exceedtwenty (20) hours per pay period and for other stewards will not exceed ten (10)hours per pay period. Exceptions may be made on a case-by-case basis whenadditional time is necessary, however, a denial will not be made without writtenjustification.c. Recognizing the right and responsibility <strong>of</strong> the Union to appoint stewards and<strong>of</strong>ficers, reasonable use <strong>of</strong> another steward or representative will be accepted inthe absence, unavailability, or conflict <strong>of</strong> interest <strong>of</strong> the usual steward orrepresentative.D. Use and Recording <strong>of</strong> Official Time(1) The Union will assist in tracking the use <strong>of</strong> <strong>of</strong>ficial time from the bank <strong>of</strong> hours.(2) The Union may combine one Union position with other Union positions. Under thisscenario, the <strong>of</strong>ficial time associated with the multiple positions will be combined.(3) Official time will only be granted while the employee would otherwise be in a dutystatus.(4) The Union Executive Council shall be authorized <strong>of</strong>ficial time for representing unitemployees in third party proceedings and formal discussions as well as for trainingauthorized under Section 7. This time is charged against the block grant <strong>of</strong> Section 6.A.(5) Chief Stewards and stewards shall be authorized <strong>of</strong>ficial time in accordance with Section6.C. (2) (b) to represent the Union at third party proceedings and formal discussions aswell as for training authorized under Section 7. This time is not subject to the block grantprovisions <strong>of</strong> subsection A.(6) Negotiations under Article 34 and annual LMR meetings <strong>between</strong> Council andManagement are excluded from the block grant provisions <strong>of</strong> subsection A.E. Release to Perform Representational Duties. The following provisions do not apply to Unionrepresentatives who have been released from duties on an ongoing basis under Section 6B:(1) When a representative requests and is granted <strong>of</strong>ficial time to perform a representationalfunction, he/she will inform the supervisor <strong>of</strong> the amount <strong>of</strong> time needed and the category<strong>of</strong> <strong>of</strong>ficial time. The Official Time Request Form (see Appendix B) will be used to record<strong>of</strong>ficial time. All stewards will use the Official Time Request Form when requesting<strong>of</strong>ficial time. All approvals or disapprovals <strong>of</strong> <strong>of</strong>ficial time will result in the Union15
