Section 3. Surveys & Determination <strong>of</strong> RatesThe Union will receive appropriate survey data from Management annually and will have ten (10) workdays to review the data and <strong>of</strong>fer comments prior to any final determination <strong>of</strong> rates.Section 4. General ConditionsA. Management shall furnish twice a year a status <strong>of</strong> obligation report by location listing obligationsto each Agency Quarters Committee. This report will include an accounting <strong>of</strong> all rental incomeand Quarters Operations and Maintenance Management Fund account expenditures at individuallocations.B. Proper lighting and other security systems such as locks and dead bolts shall be installed andmaintained when necessary as determined by Management. Employee security requirements andneeds while in Government quarters will be properly considered in determining the maintenance,repair and installation schedule.C. Management will provide all tenants with two copies <strong>of</strong> any notices <strong>of</strong> rental rate adjustments atleast twenty-one (21) work days in advance <strong>of</strong> implementation. Tenants may provide a copy <strong>of</strong>such notices to the Union.D. Quarters will be inspected for safety and habitability prior to assignment to an employee.E. As landlords, Management has the obligation to ensure that all occupied quarters are maintainedin a safe and habitable condition.F. The landlord will use the GSA appliance replacement standard as a guide for appliancereplacements.G. The landlord will ensure that all major appliances, heating systems, and water heaters will begiven maintenance and required repair.H. The tenant may utilize the negotiated grievance procedure to seek relief in any case whereManagement is party to unsafe, unhealthy, or discriminatory conditions in housing.I. Each employee may file a request for review <strong>of</strong> increased rental or utility rates in accordancewith the Department <strong>of</strong> the Interior Handbook and IPMR. The Union may represent on theseappeals.J. The tenant handbook will be provided to each new tenant.K. The employee (tenant) has a right to contest any aspect <strong>of</strong> the rental rate establishment process.The employees, however, must exhaust the administrative appeal process outlined in theDepartmental Quarters Handbook (400 DM addition to Interior Property ManagementRegulation, Appendix 6. A.) Section 114-52.602, prior to filing a grievance. If the employee38
