Article 3Union Rights, Representation, and Official TimeSection 1. AuthorityThe Union is the exclusive representative <strong>of</strong> the <strong>bargaining</strong> unit and is entitled to act for theseemployees in negotiations and joint meetings with Management regarding personnel policies, practices,and matters affecting working conditions.Section 2. ContactA. The Union will provide Management biannually (January and July) with a list <strong>of</strong>, and contactinformation for, Union <strong>of</strong>ficers, stewards, staff, and other representatives that are authorized toact on its behalf and shall promptly notify Management <strong>of</strong> any changes. Management agrees torecognize and cooperate with designated representatives <strong>of</strong> the Union, including staff and otherUnion representatives who are not agency employees.B. Management shall also provide the Union biannually (January and July) with a list <strong>of</strong>, andcontact information for, representatives who are authorized to act on its behalf and shallpromptly notify the Union <strong>of</strong> any changes. This list shall include the Human Resources LaborRelations Specialists authorized to act for Management in a labor relations capacity and thescope <strong>of</strong> their jurisdictions or responsibility.C. The lists supplied by the Union and Management shall include one person who will serve as theparties’ chief point <strong>of</strong> contact and who will be authorized to act for each party at the nationallevel concerning all matters involved in the administration <strong>of</strong> the Agreement.Section 3. VisitationsThe Union shall provide notice to Management <strong>of</strong> visits by representatives <strong>of</strong> the Union who are notagency employees. Notice will be given twenty-four (24) hours in advance to the local site managerwith a courtesy copy to the Servicing Labor Relations Office. If advance notice is given, Managementwill attempt to arrange for a convenient time for the Union <strong>of</strong>ficial to meet with the necessary party(s).If <strong>of</strong>ficial notice is given less than twenty-four (24) hours in advance <strong>of</strong> the visit, the Union recognizesthat a particular employee(s) may not be available when requested.Section 4. Labor Management Relations MeetingThere will be an annual meeting <strong>between</strong> FISE Executive Council representatives and Managementrepresentatives to provide both parties an opportunity to develop an understanding <strong>of</strong> problems relatingto the Labor Management Relations (LMR) Program and to discuss outstanding concerns. This meetingmay be initiated by either party. The parties will exchange an agenda no later than twenty-one (21)work days in advance <strong>of</strong> the meeting. The meeting will be held at a location and at a time consistentwith another planned Union meeting to be mutually agreed upon. Union members will be in <strong>of</strong>ficial13
