Article 11Government Furnished QuartersSection 1. AvailabilityManagement agrees, in accordance with applicable laws and regulations, to make Government furnishedquarters available where possible to employees.Section 2. AssignmentFuture assignments <strong>of</strong> <strong>Bureau</strong> quarters shall be accomplished in an equitable manner, and the followingare examples for assignment criteria:A. Quarters should be assigned to an employee encumbering a “required occupancy position”. Suchassignments shall be made without regard to race, color, or national origin.B. Where quarters have been assigned to all “required occupants,” the remaining will be assigned to“permitted occupants” in accordance with the following criteria:(1) Employees at or below GS-11 or equivalent, beginning with those who have the greatestlength <strong>of</strong> Government service at each level.(2) All other employees on the basis <strong>of</strong> length <strong>of</strong> <strong>Bureau</strong> service.(3) Where possible, larger quarters will be assigned to larger families, considering the ageand sex <strong>of</strong> the children.(4) Consistent with (A) above, larger or more expensive quarters should be assigned tohigher salaried employees.(5) Vacancies in quarters made available to “permitted occupants” on a priority basis shouldbe filled in accordance with the above criteria. The installation/project head may usediscretion, with the <strong>agreement</strong> <strong>of</strong> the installation Housing Committee, to fill on atemporary basis, quarters vacated by a “required” or “permitted” occupant.(6) <strong>Bureau</strong> employees will be favored over other government employees and third partieswho are not deemed “required” or “permitted”.(7) Employees who live within a reasonable commuting distance <strong>of</strong> the duty station will beconsidered for housing after all employees meeting the above criteria have been placed inthe <strong>Bureau</strong>’s housing.37
