time for the days required to attend the LMR meeting, pursuant with Section 7.A. <strong>of</strong> this article.Management will pay the cost <strong>of</strong> travel and per diem for four LMR Union participants. Nothing in thisarticle will affect existing labor/management collaborations on the local level.Section 5. Representation Rights and ResponsibilitiesThe Union will be provided advance notice <strong>of</strong>, and an opportunity to be represented at all formaldiscussions <strong>between</strong> Management and employees concerning grievances, personnel policies, proceduresand other matters affecting the working conditions <strong>of</strong> employees in the unit. At any such formaldiscussion, the Union representative may ask relevant questions and may make a statement <strong>of</strong> theUnion’s position regarding the subject <strong>of</strong> the meeting. Use <strong>of</strong> the Government charge card (byGovernment employees only) is authorized for representational travel.Section 6. Official TimeThe parties recognize that good communications are vital to positive and constructive relationships<strong>between</strong> the Union and Management. These communications should facilitate and encourage theamicable settlement <strong>of</strong> disputes <strong>between</strong> employees and Management involving conditions <strong>of</strong>employment and should contribute to the effective and efficient conduct <strong>of</strong> public business.A. Block Grant. The Union is hereby granted a bank <strong>of</strong> twelve thousand (12,000) hours <strong>of</strong> <strong>of</strong>ficialtime per annum and is subject to the uses and limitations expressed in this Section. The bank <strong>of</strong>hours includes all representation functions, and training hours on <strong>of</strong>ficial time, but does notinclude national negotiations or annual LMR meetings.B. Designation <strong>of</strong> Representatives. The Union will provide Management with a list <strong>of</strong> Union<strong>of</strong>ficials to be released on <strong>of</strong>ficial time and the amount <strong>of</strong> hours to be used from the bank on ayearly basis commencing July 1 <strong>of</strong> each year. Notice will be given no later than sixty-three (63)work days prior to July.C. Positions or Functions not subject to the Block Grant.(1) Secretary/Treasurer – A reasonable amount <strong>of</strong> <strong>of</strong>ficial time up to ten (10) hours per payperiod for the Secretary/Treasurer will be granted for representational purposes subject tothe provisions <strong>of</strong> this <strong>agreement</strong>.(2) Chief Stewards and Stewards.a. The Union will designate stewards at various organizations having employees inthe unit. Normally, the number shall not exceed one (1) steward for every thirty(30) unit employees. At installations having fewer than thirty (30) unitemployees, the Union will have one steward to represent employees. At any site,local Management and the local Union representative will determine if there is aneed for additional stewards with the concurrence <strong>of</strong> the <strong>Bureau</strong>/Office LaborRelations Officer and the Union President or their designees.
