Article 17LeaveSection 1. CoverageLeave provisions <strong>of</strong> this article apply to all unit employees unless otherwise noted. Contract Educationemployees will be covered by the provisions <strong>of</strong> this article and Article 30.Section 2. Annual LeaveNOTE: This section does not apply to <strong>contract</strong> education employees in the <strong>Bureau</strong> <strong>of</strong> <strong>Indian</strong>Education, whose annual leave (vacation) is governed by Article 30A. Purpose: Annual leave is provided and used for two general purposes: 1) to allow everyemployee an annual vacation period <strong>of</strong> extended leave for rest and recreation; and, 2) to provideperiods <strong>of</strong> time <strong>of</strong>f for personal or emergency purposes. An employee has a right to take annualleave, subject to the right <strong>of</strong> the supervisor to schedule the time at which annual leave may betaken.B. Approval Process: Employees will state, as far in advance as practical, the desired time for theirannual leave. Once the annual leave is scheduled and approved, Management should not rescindapproval <strong>of</strong> the leave unless warranted by workload requirements and/or there is an urgent needfor the employee’s services. A request for emergency leave (annual leave not approved inadvance) may require documentation to substantiate the emergency. If leave is denied theemployee can submit a written request to receive the reason for the denial in writing.C. Eligibility: Permanent and temporary employees, who are serving under appointments thatexceed ninety (90) calendar days, begin to accrue leave immediately. This leave may be used asit is earned. Intermittent employees [employees with no scheduled tour-<strong>of</strong>-duty] do not earnannual leave.D. Restoration <strong>of</strong> Leave: If extension <strong>of</strong> a furlough period or other reason will cause an employee tolose annual leave that had been previously scheduled and approved, Management will take actionto allow the employee to take leave after the furlough period(s) or restore the leave under PL 93-181, if appropriate.Section 3. Sick LeaveIt is agreed that the use and approval <strong>of</strong> accrued sick leave will be in accordance with 5 USC Chapter 63(Sections 6307-6312) and 5 CFR Part 630.A. Purpose: Sick Leave may be used to:(1) Receive medical, dental, or optical examination or treatments;58
