Major HR issues are alack of employee <strong>in</strong>centives and a lack of an employee tra<strong>in</strong><strong>in</strong>g program. <strong>The</strong>se types of issues mightstem from any organization <strong>in</strong> the company, but, as <strong>in</strong> the case of market<strong>in</strong>g and sales, it is generally upto HR to take a lead role <strong>in</strong> resolv<strong>in</strong>g the personnel and compensation issues.Management and operations issues refer primarily to the operations organization shown <strong>in</strong> Figure 3.4.This is where the revenue is generated <strong>in</strong> the company, through manufactur<strong>in</strong>g products, provid<strong>in</strong>gservices, or mak<strong>in</strong>g wholesale and retail sales, to name a few possibilities. <strong>The</strong> major management andoperations issue is managers lack<strong>in</strong>g accountability and authority. <strong>The</strong>re is no question that the CEOand other staff organizations may have a hand <strong>in</strong> creat<strong>in</strong>g the management and operations issues, but itis usually up to the operations organization(s) to take the lead <strong>in</strong> resolv<strong>in</strong>g them.F<strong>in</strong>ance and adm<strong>in</strong>istration issues refer primarily to the f<strong>in</strong>ance and adm<strong>in</strong>istration organization shown<strong>in</strong> Figure 3.4, which is responsible <strong>for</strong> all the company's f<strong>in</strong>ancial track<strong>in</strong>g and plann<strong>in</strong>g as well as theadm<strong>in</strong>istration (sometimes per<strong>for</strong>med by the HR organization) of the company. Major f<strong>in</strong>ance andadm<strong>in</strong>istration issues are an <strong>in</strong>adequate f<strong>in</strong>ancial system and costs be<strong>in</strong>g out of control.
