The incidence rate ofinferred harm for Black children was 3.7 per 1,000, which is 1.8 times the rate of 2.1 per1,000 for Hispanic children.Endangered. Black children were considered to be endangered bymaltreatment at a significantly higher rate than either White children or Hispanicchildren. An estimated 18.1 per 1,000 Black children were endangered by maltreatmentduring the NIS–4 study year, which is 1.8 times the rate of 10.2 per 1,000 White childrenand 1.6 times the rate of 11.2 per 1,000 Hispanic children.4-28

Decreases in the incidence rate of Endangerment Standard abusediffered across the racial and ethnic groups. The largest decreases occurred for Whitechildren (50%) and Hispanic children (47%), with the decrease in the rate for Blackchildren less than half the level for White and Hispanic children (22%).Physical abuse. The incidence rate of Endangerment Standard physicalabuse also decreased differentially across the racial/ethnic groups. The incidence rate forWhite children decreased by 46%, the Hispanic rate decreased by 25%, and Blackchildren again had the smallest rate decrease (15%).Sexual abuse.
