The incidence<strong>of</strong> inferred harm was an estimated 4.4 per 1,000 non-enrolled children compared to 1.9per 1,000 enrolled children. This risk <strong>of</strong> inferred harm for non-enrolled children is 2.3times higher than the risk for enrolled children.Endangered. The incidence <strong>of</strong> children who were endangered, but not yetharmed, by Endangerment St<strong>and</strong>ard maltreatment, was 18.6 per 1,000 school-agedchildren not enrolled, whereas the rate was 7.8 per 1,000 enrolled children. This risk <strong>of</strong>endangerment for the non-enrolled children is almost 2.4 times greater than the risk forenrolled children.4-41
