Rationale. Although CPS investigates a substantial number <strong>of</strong> the maltreatedchildren in the nation, these children represent only the “tip <strong>of</strong> the iceberg.” The NISassumes that not all maltreated children are reported or investigated by CPS. Theconceptual model in Figure 2–1 guided the NIS methodology. <strong>Child</strong>ren investigated byCPS are in the first level <strong>of</strong> recognition, while other abused <strong>and</strong> neglected children are atlevels below this.
