The NIS–4 EndangermentSt<strong>and</strong>ard investigation rate does not differ statistically from its level at the time <strong>of</strong> theNIS–2 (51%), primarily because there was a relatively large margin <strong>of</strong> error around thatearlier estimate. Figure 8–8 shows these patterns.8–13
