Severity of Outcomes from Harm Standard MaltreatmentSignificant disability differences emerged in two levels of outcomesattributable to Harm Standard maltreatment: serious harm and moderate harm.Serious harm. An estimated 8.8 per 1,000 children with a confirmeddisability were seriously harmed by Harm Standard maltreatment, which is more than 1.5times the rate of 5.8 per 1,000 children without a disability.Moderate harm. The opposite pattern emerged in this level of harm, withchildren without a disability having a significantly greater risk of suffering moderateharm due to Harm Standard maltreatment. An estimated 9.0 per 1,000 children without adisability experienced moderate harm compared to 6.2 per 1,000 children with aconfirmed disability. The incidence rate for children without disabilities is almost 1.5times the rate for children with a disability.4.4.2 Differences in Endangerment Standard Maltreatment Relatedto Child’s Disability StatusOverall Endangerment Standard Maltreatment, Abuse, and NeglectIn contrast to the Harm Standard findings, significant differences related tochild’s disability status emerged in rates of overall Endangerment Standard maltreatment,abuse, and neglect. In all three categories, children with no disability had significantlyhigher maltreatment rates compared to children with a confirmed disability, as Table 4–6shows. The estimated incidence rate for any category of Endangerment Standardmaltreatment was 38.2 per 1,000 children with no disability, whereas the rate was 22.4per 1,000 children with a confirmed disability. The risk of Endangerment Standardmaltreatment for children with no disability is 1.7 times the risk of children with aconfirmed disability.An estimated 10.9 per 1,000 children with no disability experiencedEndangerment Standard abuse compared to 7.8 per 1,000 children with a confirmeddisability. The risk of abuse for children with no disability is 1.4 times that of childrenwith a confirmed disability.4-32
