The survey achieved a 98 percent response rate, receiving 118 completed responses(94%) <strong>and</strong> 5 partially completed responses (4%). Only 3 agencies (2%) refused to participate inthe survey.Statisticians weighted the survey data to permit national estimates concerning localCPS structure <strong>and</strong> practices. An agency’s final weight was the product <strong>of</strong> its PSU weight (thereciprocal <strong>of</strong> the conditional selection probability <strong>of</strong> the agency’s PSU from the stratified list asdescribed in the section on Samples), <strong>and</strong> a nonresponse adjustment within weighting classes tocompensate for the lost data from the nonresponding agencies. The final analysis file contained123 records, one for each responding agency.The SPM data will be analyzed in conjunction with the main study findings,determining whether features <strong>of</strong> CPS organization <strong>and</strong> practice relate to the percentage <strong>of</strong>maltreated children that CPS investigates or to the overall rates <strong>of</strong> different categories <strong>of</strong>maltreatment in the local jurisdiction.A-31
