Less than one-third <strong>of</strong> the children who experienced serious harm (30%) ormoderate harm (29%) due to Harm St<strong>and</strong>ard maltreatment received CPS investigation.However, CPS investigated maltreatment <strong>of</strong> 69% <strong>of</strong> those children whose maltreatmentwas so extreme that their harm could be inferred.Changes since the NIS–2 <strong>and</strong> the NIS–3 in Rates <strong>of</strong> CPS Investigation <strong>of</strong>Harm St<strong>and</strong>ard Maltreatment.As the above discussion <strong>of</strong> Figure 8–1 reported, the rate <strong>of</strong> investigation <strong>of</strong>overall Harm St<strong>and</strong>ard maltreatment did not statistically change between the NIS–3(28%) <strong>and</strong> the NIS–4 (32%), while the decrease since the NIS–2 (44%) was statisticallymarginal. Figure 8–3 shows the categories <strong>of</strong> Harm St<strong>and</strong>ard abuse with statisticallymeaningful changes in investigation rates since the NIS–2.Figure 8–3.Changes in Investigation Rates for Harm St<strong>and</strong>ard <strong>Abuse</strong>Across NIS CyclesThe 10% increase in the rate <strong>of</strong> investigation for overall Harm St<strong>and</strong>ardabuse between the NIS–3 (40%) <strong>and</strong> the NIS–4 (50%) was a statistically marginalchange. This increase brought the NIS–4 investigation rate up to level that is notstatistically different from its level during the NIS–2 (60%).8–7
