21. The rolls should be prepared in different pages depending upon different types ofLocal Authorities in the State whose members take part in the elections to LegislativeCouncil. The name in each page should be arranged in alphabetical order. The LocalAuthorities in each page should be given serial numbers in one continuous series <strong>for</strong> theentire section. This number should be entered along with the name of the Local Authoritiesat the top of the page relating to that Local Authority. An index should be given in the firstsheet.22. In the case of members of one Local Authority some of whom are ex-officiomembers of other Local Authorities, their names should appear only once where they aremembers.<strong>Electoral</strong> Rolls <strong>for</strong> Graduates’ and Teachers’ Constituency23. For the purpose of elections to the Legislative Council of a State in the Graduates’Constituencies and Teachers’ Constituencies, the State Government concerned may, withthe concurrence of the <strong>Election</strong> <strong>Commission</strong>, by notification in the Official Gazette,specify—(a)(b)The qualification which shall be deemed to be equivalent to that of agraduate of a university in the Territory of India; andEducational institution within the State not lower in standard than that of asecondary School.24. The provisions of Section 15, 16, 18, 21, 22 and 23 shall apply in relation toGraduates’ Constituencies and Teachers’ Constituencies as they apply in relation toAssembly Constituencies.25. Every person, who is ordinarily resident in a Graduates’ Constituency and has, <strong>for</strong>at least three years be<strong>for</strong>e the qualifying date, been either a graduate of a university in theTerritory of India or in possession of any of the equivalent qualification specified by theState Government concerned, shall be entitled to be registered in the <strong>Electoral</strong> Roll <strong>for</strong> thatConstituency.26. Every person, who is ordinarily resident in a Teachers’ Constituency, and has,within six years immediately be<strong>for</strong>e the qualifying date <strong>for</strong> a total period of at least threeyears, been engaged in teaching in any of the educational institutions specified by the StateGovernment concerned as not lower in standard than that of a secondary school shall beentitled to be registered in the <strong>Electoral</strong> Roll <strong>for</strong> that Constituency. It is not necessary thatthe educational institution in which an eligible elector is employed should also fall withinthe same Constituency. The eligibility to be enrolled in a particular Constituency shall bedetermined with reference to his place of ordinary residence and not the place of work.27. For the purpose of revision of <strong>Electoral</strong> Rolls in the Graduates’ and Teachers’Constituencies, qualifying date shall be the 1 st day of November of the years in which thepreparation or revision of the <strong>Electoral</strong> Roll is commenced.101
