CHAPTER VI - FINAL PUBLICATION OF THE ELECTORAL ROLLPreliminary Works <strong>for</strong> Final Publication1. As soon as the claims and objections received after draft publication relating to apart has been disposed of, final lists of amendments (supplements) <strong>for</strong> that part of the rollshould be prepared.2. There would be a supplement <strong>for</strong> “additions”, “deletions” and “corrections”.Every part shall have supplements even where there are no amendments. In such parts,the supplements shall provide “nil” in<strong>for</strong>mation3. This work of preparation of supplements <strong>for</strong> the individual parts need not waituntil after the disposal of all claims and objections. The orders of the ERO in respect ofclaims and objections relating to other parts need not be awaited.4. In case of parts in respect of which no claims and objections have been filed andno action under rules 21 and 21A is necessary, the ERO should prepare final listsimmediately after the period fixed <strong>for</strong> receipt of claims and objections is over.5. Be<strong>for</strong>e final publication of the rolls, prior approval of the <strong>Commission</strong> to publishthe rolls must be obtained. Following checks should also be run and once again (afterdraft publication) ensured:A It should be ensured that the rolls have been reorganized to ensure voterconvenience. It has been observed that not only the urban parts (of roll) have largenumber of electors but also a number of polling stations are clustered in acongested manner in one building. To the extent possible, the polling stationsshould be de-congested, following the due process, be<strong>for</strong>e publishing the finalrolls because the rolls will also indicate to the voters the location of the pollingstation.B It must be once again ensured that the roll of a part has been organized neatlyinto as many sections as are distinct or distinguishable geographical units.C It should be ensured that, constituency wise de-duplication has been done andthe duplicate entries have been thoroughly investigated and after due process therolls have been cleansed of duplicate entries. The in<strong>for</strong>mation on the status ofduplicate electors and the action taken should be sent to the ECI in prescribed<strong>for</strong>mats (Annexure 2.5) as in case of pre-draft publication approvals.D All other elector data in prescribed <strong>for</strong>mats (Annexure 2.2 to 2.9) as obtainedbe<strong>for</strong>e draft publication should be again obtained be<strong>for</strong>e Final Publication and acomparison carried out. Any abnormality with explanatory memoranda should besubmitted to the <strong>Commission</strong> and its prior approval obtained be<strong>for</strong>e publishingthe Final roll.List of Amendments (Supplements)6.
