CHAPTER VII - SPECIAL REVISION1. Section 21(3) of the Representation of the People Act, 1950 empowers the<strong>Election</strong> <strong>Commission</strong> to direct a special revision of the electoral roll <strong>for</strong> any constituencyor part of a constituency at any time in such manner as it may think fit. This power isexercisable by the <strong>Commission</strong> notwithstanding the normal provision relating to therevision as contained in section 21(2).2. For directing a special revision under the above provisions, the <strong>Commission</strong> hasto record the reasons in writing.3. The Special Revision can be clubbed with any of the existing modes of revision,i.e. intensive revision or a summary revision or a partly intensive and partly summaryrevision.4. The provision <strong>for</strong> Special Revision is to undertake any urgent remedial measurewith a view to set right the electoral rolls. The special revision can be geographicallylimited <strong>for</strong> a specific area. Special revision may be necessitated due to migration ofpopulation of an area to another area, natural or man made calamities leading todislocation of population in specific area, in order to correct an anomaly or rectify adefect in electoral roll etc.5. The procedure to be followed <strong>for</strong> special revision with respect to Forms 6, 7, 8and 8A shall correspond to the nature of revision ordered. If it is a special intensiverevision then intensive revision process shall be followed; if, however, it is specialsummary revision, then the procedure followed in summary revision shall be followed.The procedure of revision i.e. handling of Forms 6, 7, 8, and 8A remains the same.6. The <strong>Commission</strong>, depending on the demands of the exigencies, can also orderspecial revision with specific conditions and procedures to be followed.7. Activities under Special Revision can be held on holidays also. In the scheme ofelection management, normally the declared holidays are excluded and it is not possible<strong>for</strong> Designated <strong>Officers</strong> etc. to receive the Forms during Revision process on holidays.However, in case of Special Revision, the <strong>Commission</strong> may design the SpecialCampaign dates on holidays as well <strong>for</strong> convenience of electors.8. Similarly, while in case of normal revision, the period <strong>for</strong> filing claims andobjections cannot be less than 15 days, in case of Special Revision the period <strong>for</strong> filingclaims and Objection etc. can even be less than 15 days. However, the <strong>Commission</strong> on itsown volition has given an undertaking (to the Committee on Sub-ordinate Legislation ofFifth House of the People) that it shall not provide less than 7 days as the period <strong>for</strong> filingclaims and objection in any future special revision.9. Since special revisions address special situations, the specific parameters ofspecial revisions shall be communicated in the relevant order of the <strong>Commission</strong>depending on the nature of special revision.62
