A table of contents should be prepared to show arrangements of parts and areacovered each part and area covered by each part. This is the same as the register of partswith the exception of the last column. This table of contents should be prefixed to the firstpart of the roll. Specimen <strong>for</strong>ms are given in Annexure-13.3.43. The entries in each part will be with reference to the division, ward, street, in thecase of Municipal Corporation, municipalities and Panchayats. In those areas where thereis no well-defined ward, street, house numbering system, door numbers and block numbersas used <strong>for</strong> the preparation of <strong>Electoral</strong> Rolls <strong>for</strong> Assembly Constituencies in these areasshould be followed. Block Nos. and the names of villages will be indicated at the top as asub-head and the particulars of the voters in the same block and village given thereunderaccording to door numbers. Only block numbers and the names of villages wherein votersreside need be entered.44. The <strong>Commission</strong> issues a programme of revision of the <strong>Electoral</strong> Rolls starting withthe issue of public notice on or be<strong>for</strong>e the 1 st October of the year previous to the year ofbiennial elections. The public notice should be given in the <strong>for</strong>m issued by the <strong>Commission</strong>at the time of preparation of <strong>Electoral</strong> Rolls. It should be published in the office of the<strong>Electoral</strong> <strong>Registration</strong> Officer and also in the offices of the District <strong>Election</strong> <strong>Officers</strong>, SubdivisionalOffices and Tahsildars, within the Constituency. Immediately after thepublication, each <strong>Electoral</strong> <strong>Registration</strong> Officer should send a certificate to the Chief<strong>Electoral</strong> Officer stating that the notice has been published in his office. Similar certificatesregarding publication should also be obtained from the District <strong>Election</strong> <strong>Officers</strong>, Subdivisional<strong>Officers</strong> and Tahsildars by the <strong>Electoral</strong> <strong>Registration</strong> Officer. This is in additionto the statutory requirements of publication and republication in two newspapers. In caserevision is being undertaken in more than one Constituency in a year, the Chief <strong>Electoral</strong>Officer can arrange <strong>for</strong> publication in newspapers in a consolidated <strong>for</strong>m prescribed by the<strong>Election</strong> <strong>Commission</strong>. If this is done, the <strong>Electoral</strong> <strong>Registration</strong> <strong>Officers</strong> need not publishindividual notices in newspapers. Copies of the notice have to be circulated to allrecognized and registered political parties, educational institutions, officers, associations,clubs, etc. so that the notice gets wide publicity.45. Special steps have to be taken to ensure the inclusion of all eligible persons in the<strong>Electoral</strong> Rolls. For this purpose, the <strong>Electoral</strong> <strong>Registration</strong> <strong>Officers</strong> should address alloffices, educational and other institution, banks, firm etc., located in their Constituencies105
