The elector to population ratio should be studied and reported to the <strong>Commission</strong>.It will reveal age-wise under or over enrollment as compared to the census figures. Forthe purpose the census population figures of 18+ years as projected in the current year inthe constituency (or the district) should be co mpared with the number of voters in theconstituency (or the district). Both, over representation as well as under representationshall have to be explained by the ERO and in case of abnormalities, specific pollingstations shall be field verified by the EROs. These figures have to be reported to the<strong>Commission</strong> and its approval obtained <strong>for</strong> final publication of rolls be<strong>for</strong>e actuallypublishing it finally in Annexure 2.3.83. Age-cohort analysis of the electors in roll with that in the census population <strong>for</strong>various age groups should also be undertaken. This will reveal the age group, which isunder-enrolled or over-enrolled in the rolls. Any anomaly or abnormal trend should befield verified by the EROs in the polling stations concerned. These figures have to bereported to the <strong>Commission</strong> in Annexure 2.4.84. Polling Station wise abnormal additions and deletions over last 3 years should beidentified and carefully field verified and where needed corrective measures should betaken. Abnormal increase or decrease shall be reported to the <strong>Commission</strong> in theprescribed <strong>for</strong>mat (Annexure 2.5).85. Data on EPIC coverage and photo coverage in photo electoral rolls should also bepresented and analyzed in the given <strong>for</strong>mat (Annexure 2.6).86. New polling stations created since the last publication and the auxiliary pollingstations normalized since then, should also be provided to the <strong>Commission</strong> <strong>for</strong> analysisand record in prescribed <strong>for</strong>mat (Annexure 2.7)87. In an election year, the data on voters registered on the rolls but found absentduring field verification (after draft public ation) should be collected and action takenunder Rule 21A of RER 1960. In<strong>for</strong>mation should be provided to the <strong>Commission</strong>.(Annexure 2.8)88. A complete report on service voters in prescribed <strong>for</strong>mat (Annexure 2.9) shouldalso be sent to the ECI.89. Roll Observers deputed by the <strong>Commission</strong> may visit the states and districts tocheck and report on the quality of the draft published rolls. Their observations andsuggestions should be acted on diligently and any defects or improvements pointed outby roll observers of the <strong>Commission</strong> (if deputed) must be rectified satisfactorily by theEROs.90. Besides, the ERO shall generally scrutinize the printed rolls suo-motu <strong>for</strong>detection of printing errors, clerical mistakes, obvious omissions, duplicate entries, deadvoters etc (Rule 22 (1) (a) of RER 1960). Such items should be listed out and remedialaction should be taken and a list of amendments prepared (<strong>for</strong> final publication). The36
