Special Revision Provision for Re-delimited Constituencies:10. Under Rule 24 of RER 1960, the Commission also has the power to orderpreparation of rolls on re-delimitation of constituencies, in case it becomes necessaryurgently to prepare the roll for any constituency, by putting together the rolls of such ofthe existing constituencies or parts thereof as comprised within the new constituency andby making appropriate alterations in the arrangement, serial numbering and headings ofthe rolls so compiled. The rolls so prepared will be published in the manner as mentionedunder Rule 22 of the RER, 1960 and, on such publication it shall be the electoral roll forthe new constituency.11. Applicability of the Rule 24 of RER, 1960 is not mandatory. It is directory. Itgives discretion to the Election Commission to invoke the provisions of the Rule wherethe Commission considers that it is necessary urgently to prepare the electoral rolls interms of constituencies delimited anew.12. The Commission can decide when and where to invoke this Rule based on thefacts and circumstances of each case. It is not necessary for the Commission to follow auniform policy or practice in the preparation of electoral rolls after new delimitation. Bythe mere fact that the Rule gives discretion to the Commission, it would not bediscriminatory vis-à-vis those constituencies in which the provisions of this Rule are notinvoked and where the emergent situation may not require the short cut method providedin this Rule for preparation of electoral roll.63
