62. Under the provisions of sub-section (3) of section 13AA of the RPA 1950, subjectto the superintendence, direction and control of CEO, the DEO shall co-ordinate andsupervise all work related to revision of rolls in the district. He will be overall responsible<strong>for</strong> proper upkeep of rolls. He should analyze the electoral data in the Formats prescribedby the <strong>Commission</strong> <strong>for</strong> the purpose and provide leadership to the EROs and rest of theteam in maintaining the schedule of revision, quality of the rolls and taking quickcorrective and remedial measures. DEO should hold at least a meeting every <strong>for</strong>tnight andundertake 2% checking of each of the ERO’s disposal of Forms 6, 7, 8 and 8A.DEO shall seek approval of the CEO (who in turn shall seek ECI’s approval) to publishthe rolls either as draft or final and <strong>for</strong> seeking such approval shall provide the data inprescribed <strong>for</strong>mats, his analysis of the data and report on the health of the rolls in his area.His report should include an explanation of any abnormality in the rolls.63. The CEO may designate his own team or request ECI to depute team <strong>for</strong> furtherstate level checks as felt necessary. Ultimately it is <strong>for</strong> CEO to seek ECI’s approval topublishing of rolls and <strong>for</strong> this the CEO shall give a detailed report on state wide healthcheck of the rolls in ECI prescribed <strong>for</strong>mats (Annexure 2.1 to 2.8), deviations noticed,remedial action taken etc. The CEO shall also furnish an account of the checksmaintained and supervision undertaken during the roll revision process and give acertificate on his/her satisfaction on the quality of roll.64. To assist the CEO, the ECI may depute some Roll Observers. They would beassigned specific districts and constituencies (where needed) and will be expected tomaintain the quality check through constant monitoring and field checks on a randomsample basis on the veracity of entries in the roll or disposals made.Suo-Motu Action by ERO after Draft Publication65. It may so happen that statement from holders of declared offices (Form 1 – Rule 7of RER 1960) are received after the publication of rolls in draft. The ERO shall direct theinclusion of the names of the electors covered by the above statements in the appropriateparts of the rolls in the absence of evidence to the contrary.66. Further, it is also likely that owing to inadvertence or error during preparation ofrolls, names of some electors have been left out and that remedial action is necessary. Insuch cases the ERO should scrutinize the electoral roll once again with reference to theenumeration slips (if intensive revision) or the claim applications and manuscript (ifsummary revision) and prepare a list of such names and other details of such electors. Heshould, thereafter, exhibit on the notice board of his office a copy of the list together witha notice as to the time and place at which the inclusion of these names in the roll will beconsidered and also publish the list and the notice in such other manner as he may thinkfit. After considering any verbal or written objection that may be preferred, he shalldecide whether all or any of the names should be included in the rolls. The noticementioned above shall be in the following <strong>for</strong>m:—“NOTICEWhereas it is proposed to consider, under Rule 21 of the <strong>Registration</strong> of Electors Rules,50
