6.2 New FUSN codes have been allotted to all newly delimited Constituencies in thecountry. However, the ECI has reiterated that the same EPIC number shall be givento Duplicate EPICs to be issued to the electors to whom EPICs have been issuedunder old EPICs series before delimitation. An EPIC once issued to an elector shallremain valid during the lifetime of the elector even if he/she shifts his/her residence.Hologram:7. Another important feature on the EPIC is the security hologram of 2.0 cm diameter.The hologram is a sticker that is pleased on the EPIC half on the photograph andhalf in the vacant space on the left of the photograph before lamination. Thehologram should be Serial numbered and carry the National Emblem in the centre(care should be taken that National Emblem includes words “Satyamev Jayate” inDevanagiri script) with the name of the State/UT in the background. The serialnumber of the hologram is to be prefixed with 2 alpha character abbreviation alreadyin use for other purposes, like DL for NCT of Delhi. Holograms are printed from theIndia Security Press, Nashik.8. Proper account of hologram should be kept and the unused hologram should be keptin EROs custody. When EPICs are being generated, a stock of holograms istransferred to the vendor responsible for preparation of the EPICs. After EPICs aregenerated, the remaining stock of holograms should be tallied with the number ofholograms initially given and number of EPICs issued.How the EPIC is prepared and issued9. Normally an EPIC is prepared and issued under the supervision of ERO. For thispurpose, the ERO (or the DEO or the CE O) would have identified vendors andprovided them space to prepare EPICs. One of the most important things requiredfor preparation and issue of EPIC is the photograph of the elector. For getting theelectors photographed, there are Designated Photography Locations (DPLs) in eachAC/District. ERO should ensure that there are sufficient numbers of DPLs to cater toall electors who do not have photographs in ERO’s database. The DPLs must beprovided with adequate security and the work there must be carried out under directsupervision of ERO or ERO’s authorized representative. The DPLs must havenecessary infrastructure for photography, computerized preparation of EPIC etc.10. Besides the provision of photographing an elector if he/she comes physically to theDPL (‘onsite’ mode), a passport size photograph of the elector can also be obtaineddirectly and scanned if the elector gives a passport size photograph alongwith a dulyfilled Form 8 (‘off -site’ mode). In some cases, ERO can undertake a campaign tosend photography teams/BLOs to make door-to-door visits in prescribed areas tophotograph individuals.73
