Under no circumstancesshould any intermediary be handed over the EPIC <strong>for</strong> further distribution of theEPIC.Procedure to be adopted while issuing EPICs17. An EPIC, once issued, is valid across the country and the elector need not be issuedanother EPIC even if, he shifts from the Constituency where EPIC was originallyissued. The purpose of EPIC is to identify the elector with his name in the <strong>Electoral</strong>Roll. EPIC once issued no matter in which Assembly Constituency it was issued,can meet this purpose.18. Different checks are required to be conducted depending on the situation underwhich the EPIC is being issued. For an elector who is being issued an EPIC <strong>for</strong> thefirst time, the issue of EPIC would normally be with his enrollment in the electoralroll. After his name has been added in the electoral roll, the EPIC can be issued afterphysical verification of his photograph and his address. The fact that the applicant isa first time elector should be verified from the declaration that he has given in PartIV of the Form 6.19. For cases where an elector has been enrolled from be<strong>for</strong>e and claims that he has notbeen issued any EPIC in the past, a declaration to this effect should be taken fromhim While taking such declaration, it should be made clear to the applicant that falsedeclaration is punishable under Section 31 and that holding more than one EPIC isillegal under law. Be<strong>for</strong>e issuing him an EPIC, it should be verified from thedatabase of his Constituency of the previous place of residence, as declared in thePart IV of the Form 6, that no EPIC has been issued to him in past. In case, it isobserved that the elector has given a non traceable address of previous residence,EPIC should not be issued and the elector should be advised to provide full andcorrect address of previous residence. If the antecedents of the elector in thedatabase of deleted electors of the constituency of previous place of residence of theapplicant cannot be found, further enquiry should be conducted be<strong>for</strong>e issuing theEPIC.20. In cases where an elector has been issued an EPIC in a Constituency and has applied<strong>for</strong> new EPIC since he has shifted to a new place of residence in anotherConstituency, the EPIC details of the elector, including the photograph, should firstbe obtained from the database of the Constituency of his previous place of residence.In case, it is observed that the elector has given a non traceable address of previousresidence, EPIC should not be issued and the elector should be advised to providefull and correct address of previous residence. After obtaining these details andproper verification of his current residential address, the EPIC should be issued tothe elector using the same EPIC number under which the previous EPIC was issued.In the new EPIC, the word “DUPLICATE” should be printed on the EPIC. If theelector who has changed his address and applies <strong>for</strong> a fresh EPIC, then he shall beissued a fresh EPIC with old EPIC number instead of a Duplicate EPIC, on paymentof prescribed fee of Rs. 25/- after following due procedure.75
