the same manner after a period of 3 months from the date of final publication of theelectoral roll after the next intensive revision.RO and the <strong>Electoral</strong> Roll <strong>for</strong> Conduct of <strong>Election</strong>s27. The electoral roll inclusive of the supplement carrying modifications up to lastday of nomination shall be the final roll <strong>for</strong> the purposes of conduct of election (whichRO should use <strong>for</strong> scrutiny purpose and also <strong>for</strong> taking the polls).28. The Returning <strong>Officers</strong> should also allow inspection of the complete roll of theconstituency as corrected above in his office.29. The RO shall provide an identical copy of this final electoral roll to the candidatesof recognized political parties of the state concerned within 3 days after withdrawals andfinalization of candidature. This is not necessary during bye-elections.30. One copy of such final roll should be set apart <strong>for</strong> marking the names ofelectors to whom postal ballot (PB) and <strong>Election</strong> Duty Certificates (EDC) are issued.After the PB recipients and the EDC recipients are decided, the RO shall get the initials‘PB’ or ‘EDC’ marked against the electors concerned in the copy of the roll set apart <strong>for</strong>marking.31. Proxy voter list in prescribed Format, part-wise, (See Chapter IX on ServiceVoters) shall also be attached to this copy of roll set apart <strong>for</strong> markings. Three (Four incase of simultaneous elections) more copies of this roll shall be prepared which would beIDENTICAL and will be supplied to the presiding officer and the polling team <strong>for</strong>conduct of elections. These are the working copies of the roll.32. The <strong>Commission</strong> had received representations in the past that there were arbitrarydeletions of entries in the electoral rolls used by polling parties in the polling stations. Inthe context of such representations, the <strong>Commission</strong> has issued instructions thata. Copies of electoral rolls supplied to candidates of registered politicalparties should be IDENTICAL with the working copy of the electoral rollprovided to polling teams <strong>for</strong> conduct of elections except the PB, EDC markingsand proxy voter’s lists.b. The working copy with PB & EDC markings as well as list of ‘ProxyVoters’ may be shown to the agents and candidates present be<strong>for</strong>ecommencement of poll inside the polling station so that they may compare theentries, deletions and corrections and if necessary note the same in their copies.However, Presiding Officer should not supply any copy of this roll to any agent orcandidate; but should allow its inspection by them.c. One of the said three/four sets of working copy should be used at thepolling booth <strong>for</strong> further marking the electors who come and vote. This would bethe statutory marked copy to be sealed in the statutory envelop at the close of thepoll and submitted to the RO <strong>for</strong> safe custody along with other statutorydocuments.d. For easy identification and search in the names of voters inside the pollingstation, the <strong>Commission</strong> has directed that over and above the normal electoral rollarranged house-hold wise, the roll should also be printed with the names60
