52 The updation (changes) in service voter part shall also be maintained in supplements asin case of general voters. When the roll is integrated, the last part of the roll shall alsoget integrated at that stage or if the <strong>Commission</strong> expressly so directs.53 The list of amendments to the last part of the roll (supplementaries) should also bemaintained in the same manner as the basic roll and in each sub-part, additions anddeletions should be printed one after the other. The <strong>for</strong>mat <strong>for</strong> addition and deletion isthe same as <strong>for</strong> the basic roll.54 The main purpose of keeping the last part pertaining to service electors up-to-date is toenable the Returning <strong>Officers</strong> to dispatch the postal ballot papers to the electors at thecorrect address and to receive them back with the votes duly recorded thereon be<strong>for</strong>e,the commencement of counting. Great care has, there<strong>for</strong>e, to be taken to avoid errorsrelating to Name of the elector, Service ID and the Address <strong>for</strong> the dispatch of postalballots.55 Action will be taken by ERO under section 22 of the Representation of the People Act,1950 to correct the last part of roll. The correction to entries in the roll such as name,dispatch address, etc. should be taken into account while sending the postal ballotpapers even if <strong>for</strong>mal orders under section 22 are not issued. But in the case of voterswhose names are to be deleted and where <strong>for</strong>mal orders deleting their names could notbe issued <strong>for</strong> any reason be<strong>for</strong>e the last date <strong>for</strong> making nomination the postal ballotpapers should be sent to them so long as their names are in the electoral rolls.Service Voters and the RO56 Since the person who has been authorized by the service voter to be his/her ‘proxy’ willbe approaching the RO to get his/her credentials as ‘proxy’ accepted, it is the RO whoshall be in the position to know as to who is a CSV. There<strong>for</strong>e, it shall be theresponsibility of the RO to update the ERO <strong>for</strong> appropriate entry of the CSV in the roll.57 Besides, the RO shall be responsible <strong>for</strong> marking of CSV against a service voter in thelast part of the roll and prepare a polling station wise sub-list of CSVs to be sent alongwith the copy of roll set apart <strong>for</strong> marking to the polling station <strong>for</strong> conduct of elections.58 At the time of polling, while sending postal ballot papers to the service voters throughthe concerned record office, the RO should provide invariably the rank and regimentalnumber or other full particulars in respect of service elector, on the covers containingthe postal ballot paper meant <strong>for</strong> the said service electors <strong>for</strong> onward transmission to theService Elector concerned. Service Number of Service Elector is unique in nature andis provided by the elector in Form-2 <strong>for</strong> his/her enrolment in the last part of electoralroll, and by this number the Record Office concerned can conveniently and quicklytrack the present posting of the person in question and the postal ballot paper can betransmitted to him / her expeditiously. The <strong>Commission</strong>, keeping in view the aboveposition and considering the request of Air Force Head Quarters in the matter, hasdirected that hence<strong>for</strong>th Service Number of the Service voter shall also be invariablygiven with the rank number and regimental number on the cover containing the postalballot(s).84
