Preliminary Checking of Forms at its Presentation20. Forms ‘in bulk’ should not be received by the BLO, DO, AERO, ERO or anyofficer authorized to receive the <strong>for</strong>ms, except from Booth Level Volunteers ( BLVs)during the continuous updation and that too only on fulfillment of the conditionslaid down <strong>for</strong> the purpose. Applications submitted in bulk should be refused to bereceived. Bulk application would mean applications that are submitted by one personon behalf of many other persons not belonging to the same family. Applications put inone and the same envelop also constitute bulk application. BLAs of political parties canfile 10 Forms of the applicants residing in his/her part in a day.21. An acknowledgement/receipt should be given <strong>for</strong> each application of claim orobjection received. However, be<strong>for</strong>e giving an acknowledgement, following preliminarychecking of every Form must be done and the following ascertained:(i)(ii)(iii)The Form is not submitted as part of a bulk or in bulk except by BLA withinprescribed limit;No unsigned <strong>for</strong>m should be received. It must be signed by or thumb impressionobtained from the applicant and no other person. Form 6, 7, 8 and 8A make itclear that claims and objections must bear the signature or thumb impression ofthe claimant or the objector at the appropriate places. Where the claimant isliterate, he should sign his name and not merely append some mark or symbol ofhis name written by the scribe, and where the claimant is illiterate, he should puthis thumb impression and not any other mark in the <strong>for</strong>m. This being theprescribed manner, the <strong>Registration</strong> Officer under Rule 17 of R.E. Rules, 1960,should refuse to receive any claim or objection not duly signed by the personpreferring it or not containing his thumb impression.No column or the in<strong>for</strong>mation called <strong>for</strong> in the Forms shall be left blank. Wherethe in<strong>for</strong>mation being asked <strong>for</strong> is not known, the words “not known” should bewritten;22. Following checks must be carried out <strong>for</strong> Form 6 while receiving them:(i)(ii)(iii)(iv)Persons shifting their place of residence within the same constituency should beguided to file application <strong>for</strong> transposition of entry in Form 8A and not in Form 6as is the normal practice.First time inclusions on grounds of attaining age (18 years) must indicate detailsof the members of the family already included in the current rolls in the spaceprovided in Form 6. Family means immediate family, viz. father, mother, husbandor siblings.The date of birth and the age in years and months must be indicated. Where theapplicant does not know the date of birth, he/she must at least indicate theapproximate age in years as on the qualifying date;For applicants in the age group 18-25 years, the name and relationship should bechecked with respect to the applicant’s family members already enrolled with thesame address. Particular care should be taken that underage applicants do not getenrolled. They may be asked to attach any documentary proof of age likeschool/college certificate, birth certificate etc. wherever possible. In case the41
