Each Supervisory Officer has 10-20 BLOs under his/hersupervision.9. <strong>Electoral</strong> Roll ObserversThe ECI also appoints some senior officers to oversee the roll revision process as<strong>Electoral</strong> Roll Observers . In those states, which have revenue divisions, the Divisional<strong>Commission</strong>ers work as <strong>Electoral</strong> Roll Observers <strong>for</strong> districts under their jurisdictions. Inother states, super time scale IAS officers, posted in the state, are appointed as <strong>Electoral</strong>Roll Observers. Such appointments shall be under provisions of Article 324 of theConstitution of India. These observers are normally required to visit their assigned areasatleast <strong>for</strong> three times and submit report directly to the <strong>Commission</strong> (with a copy to theCEO of the state concerned) on the quality of the electoral rolls. Sample check listsof tasks <strong>for</strong> <strong>Electoral</strong> Roll Observers are given in Annexure 2.1b.10. <strong>Electoral</strong> <strong>Registration</strong> <strong>Officers</strong> <strong>for</strong> Council ConstituenciesFor each of the Graduates’, Teachers’ and Local Authorities’ constituencies of theLegislative Council, an <strong>Electoral</strong> <strong>Registration</strong> Officer is appointed. Normally theDivisional <strong>Commission</strong>er/Deputy <strong>Commission</strong>ers or <strong>Officers</strong> of equivalent status areappointed as <strong>Electoral</strong> <strong>Registration</strong> <strong>Officers</strong> <strong>for</strong> the purpose and Deputy<strong>Commission</strong>ers/Sub-Divisional Magistrates in the district included in any Graduates’ orTeachers’ constituency are appointed as Assistant <strong>Electoral</strong> <strong>Registration</strong> <strong>Officers</strong>.Normally no Assistant <strong>Electoral</strong> <strong>Registration</strong> <strong>Officers</strong> are appointed in any of the localauthorities’ constituencies.11. Staff deputed <strong>for</strong> roll revision to be deemed to be on deputation to ECIUnder Section 13 CC of RPA, 1950 all the officers referred to above or any other officeror staff employed in connection with preparation, revision and correction of electoral rollshall be deemed to be on deputation to ECI <strong>for</strong> the period <strong>for</strong> which they are soemployed and shall be subject to control, superintendence and discipline of the ECI.During the period of revision of rolls, any transfer or disciplinary action of anERO/AERO should be done with the approval of the <strong>Commission</strong> . For other rollrelated staff it can be done with the approval of CEO concerned. Any violation ofthe same should will be viewed seriously by the <strong>Commission</strong>12. Duties of EROsAs an <strong>Electoral</strong> <strong>Registration</strong> Officer you are fully responsible <strong>for</strong> thepreparation, maintenance and revision of roll <strong>for</strong> your constituency.
