8 No EPIC is to be issued to a service voter enrolled in the last part of the electoral roll asof now. However, the service personnel registered as general electors are entitled to getEPIC.Classified Service Voter (CSV)9 Service voters belonging to (a) and (b) in paragraph 1 above have the option of votingthrough postal ballot or through a proxy duly appointed by him. The a<strong>for</strong>esaid servicevoters who opt <strong>for</strong> voting through proxy are called Classified Service Voters (CSV).Under Rule 27N of Conduct of <strong>Election</strong> Rules (CER) 1961, a service elector mayappoint (by applying to RO in Form 13 F of CER, 1961) any person as his/her proxy togive vote on his/her behalf and in his/her name. The proxy shall have to be ordinarilyresident of that constituency. He need not be a registered voter but he/she must not bedisqualified to be registered as a voter.10 The provision <strong>for</strong> voting through proxy is only valid till one is a service voter.11 Once appointed, the proxy will continue until revoked by the service voter. The facilityof service voter can be revoked and the proxy changed at any time <strong>for</strong> any number oftimes by the CSV. Thus a CSV can revoke and opt back <strong>for</strong> postal ballot route or evensubstitute the proxy by intimating the RO in Form 13 G of CER 1961. Revocation willbecome effective from the date it is received by the RO.12 Application <strong>for</strong> appointment of proxy voter received after the last date of nominationcannot be considered <strong>for</strong> the election in progress. It will be valid <strong>for</strong> subsequentelections unless revoked/changed.13 CSVs shall not be issued postal ballots by the RO. All CSVs shall be added as sub-listat the end of the part of the electoral roll pertaining to that polling station which coversthe CSV’s home address. Thus the CSV list shall be maintained polling station wise.The appointed proxy shall physically come and vote at the said polling station in themanner laid down in Presiding Officer’s <strong>Handbook</strong>.Structure of the List of Service Voters in <strong>Electoral</strong> Roll14 The list of the service voters is prepared separately <strong>for</strong> an assembly constituency as awhole and all service voters are registered at the end of the electoral roll of aconstituency as a separate ‘last’ part. All service voters belonging to an AC are listedtogether, irrespective of the place of residence in this last part of the roll <strong>for</strong> the AC.They do not have any specified polling station.15 The last part containing the list of service voters is prepared in English and has threesub-parts -‘A’, ‘B’ and ‘C’. [‘A’ is <strong>for</strong> Armed Forces; ‘B’ is <strong>for</strong> Armed Police Force ofthe States serving outside respective states; and ‘C’ is <strong>for</strong> persons employed undergovernment of India in a post outside India.]79
