Education and training can take many forms. Willie Keatainak<br />

made the connection in his presentation between employment and<br />

education, stressing that one of the main objectives of any future<br />

regional plans should be to increase the number of Inuit in more<br />

senior positions but in order to achieve this, more Inuit youth must<br />

graduate from high school. His presentation showed that in the<br />

past, the relationship between Inuit and mining companies<br />

was not good; often the men who worked for the mining<br />

companies were exploited. Moreover, the environmental<br />

and social impacts of mining and exploration were not considered<br />

before.<br />

Today, there are a variety of legal tools that apply to the<br />

mining industry in the North. Willie noted that since these<br />

tools have been introduced things have been better. The<br />

agreements have not been used to their fullest potential,<br />

however.<br />

Many of the delegates who addressed the group following the<br />

presentations shared experiences from their own communities, or<br />

elaborated on a point made by one of the presenters. The objective<br />

of Inuit control over the mining development process was echoed<br />

in many of the comments given. One delegate suggested that Willie<br />

each set of presentations.<br />

give his presentation to all Nunavik communities, particularly to the<br />

youth who need to understand history. Another delegate stressed<br />

the role that Inuit played in the early days of mining in Nunavik,<br />

stating that this important role should be recognized by the provincial<br />

government.<br />

There was also a discussion regarding the impact of mining<br />

activities (and the associated pollution) on country food consumption.<br />

It was suggested that research done on environmental impacts<br />

might not always be reliable if the mining companies themselves<br />

conduct it. There should be external, independent assessments done<br />

of spills or accidents, for example. Willie noted that companies are<br />

required to report on accidents. Pita noted as well that <strong>Makivik</strong> is<br />

mandated to oversee the environmental impacts of development<br />

activities; and that if communities have concerns about their land<br />

and rivers they should bring them forward.<br />
