promotes the use of the language in the region while support for Inuit
arts can help to encourage cultural tourism and generate income for
artists and communities. Avataq has proposed to reserve 1% of the
Nunavik budget for culture and language initiatives.
The presentation on sustainability helped to bring all the elements
of the meeting together. Development in Nunavik takes place
within the context of the mixed economy, in which land-based activities
and wage-based ones co-exist. This presentation provided a
framework for sustainable development planning that takes into
account a variety of factors, or “capitals”, that make up a local economy:
financial, natural, physical, human and social. If all these factors
are considered together, over time they can act as a safety net when
one or another becomes weaker.
Some of the current challenges affecting sustainable development
in the region include:
• Fragmented governance between local, regional and provincial
institutions, resulting in a fragmented approach to development;
• A high percentage of profits from development leaving the
region;
• A lack of integration between the land-based and wage-based
economies;
• Low levels of education and reduced transfer of knowledge
between generations; and
• Uneven development between small and large communities.
Following the presentations on Community Economic
Development and Sustainable Development, a range of topics around
the themes of funding arrangements and contracts, food production
and healthy communities, education and language, and constructive
collaboration were discussed.
