CONCLUSION.
The proposed work to both buildings is acceptable in terms of its impact on the structures
and their appearance. It will change the character of both buildings, particularly “Newsteads”
but given its current state, that can only be to the good. The work will secure the future of
London House which will, if left, deteriorate to a point where it is beyond repair and will also
have a detrimental affect on the structure of lime House at the eastern end. It will also
improve the setting of the adjacent listed buildings and make a major contribution to the
character and appearance of the conservation area.
It must also be noted that the applicant has worked with Officers to get to this stage and
expresses the intention to continue to take advice on all aspects of the work particularly the
repair and refurbishment of London House/Newsteads, and that the proposal has the
support of a number of individuals and the Parish Council. The only negative comment
relating to the retention of the shop has been considered above.
Taking all matters into consideration it is you Officers opinion that this proposal represents
the opportunity to secure the future of one designated listed) heritage asset/building at risk,
prevent damage to a second and greatly improve the setting of others. It therefore accords
fully with the advice and requirement of PPS5 and it is recommended that the application be
approved subject to a condition that the work to London House/Newsteads be work be
completed within an agreed timescale.
RECOMMENDATION:
1 Condition This Listed Building Consent is granted subject to the condition that the
works to which it relates shall begun not later than the expiration of three years of the
date of this consent.
1 Reason To comply with Section 18 of the Planning (Listed Buildings and Conservation
Areas) Act, 1990, as amended by Section 51 of the Planning and Compulsory
Purchase Act, 2004.
2 Condition This Listed Building Consent relates only to works specifically shown and
described on the approved drawings listed below. Any others works, the need for
which becomes apparent as alterations and repairs proceed, are not covered by this
consent and details of any other works must be submitted to the Council as Local
Planning Authority and approved before work continues.
