Zone 2 they would recommend no bedrooms be provided on the ground floor.
REPRESENTATIONS
16 representations received referring to the following:-
� Parking problems already exist in the area and this will exacerbate the problem (10)
� Noise, disturbance and loud music (9)
� HMO occupants do not look after the property, the gardens or clear up rubbish (4)
� Demise of the area and will increase crime and vandalism (4)
� Driveways already blocked by irresponsible drivers (2)
� Impact on The Walks which is a family area (2)
� Loss of Edwardian house (2)
� Not compatible with family orientated residential area
� Will become a bin park
� Area/site is surrounded by double yellow lines forcing parking problems elsewhere
� Impact on road safety
� Will become a car park
� Will spoil the aesthetics of the area
� Blocking of rights of way and pavements by bins and parked cars which form barriers
to wheelchair users and people with buggies
� Problems with anti-social behaviour and groups congregating
� Rubbish is becoming a problem
� Will set a precedent
NATIONAL GUIDANCE
PPS1 - “Delivering Sustainable Development” (2005) sets out overarching policies on the
delivery of sustainable development through the operation of the planning system and
contains advice on design considerations.
PPS3 – Housing (2010) sets out the national planning policy framework for delivering the
Government’s housing objectives.
PPS5 – Planning for the Historic Environment (2010) provides advice on development in
Conservation Areas and that involving Listed Buildings.
PPG13 - “Transport” (2001) aims to integrate planning and transport, promote sustainable
forms of development, improve accessibility by public transport, walking and cycling, and
reduce the need to travel, especially by car.
PPS25 - “Development and Flood Risk” (2006) provides advice on land-use planning and
flooding considerations.
PPG24 - “Planning and Noise” (1994) provides guidance on the considerations to be taken
into account when determining planning applications for noise sensitive development and
those activities which generate noise.
