6 Reason To ensure the permanent availability of the parking and manoeuvring area, in
the interests of highway safety.
7 Condition Prior to the commencement of development the applicant shall submit a
scheme showing the position and design of the installation of bat boxes The agreed
boxes shall be installed prior to commencement of any works of construction or
demolition.
7 Reason In the interests of the protection of bats.
8 Condition The mitigation measures relating to the timing of the works and the checking
of cavities which may affect bats, referred to in the Summary (paragraphs 9.1 – 9.4
inclusive) of the Updated Protected Species Survey by Philip Parker Associates, dated
19 November 2010 shall be implemented as recommended.
8 Reason To safeguard the interests of a protected species in accordance with Planning
Policy Statement 9, Policy ENV3 of the East of England Plan 2008 and Policy CS12 of
the King's Lynn and West Norfolk Core Strategy.
9 Condition No development shall commence until full details of the foul water drainage
arrangements for the site have been submitted to and approved in writing by the Local
Planning Authority. The drainage details shall be constructed as approved before any
part of the development hereby permitted is brought into use.
9 Reason To ensure that there is a satisfactory means of drainage serving the site.
10 Condition Prior to the commencement of the development, an investigation and risk
assessment, in addition to any assessment provided with the planning application,
must be completed in accordance with a scheme to assess the nature and extent of
any contamination on the site, whether or not it originates on the site. The contents of
the scheme are subject to the approval in writing of the Local Planning Authority. The
investigation and risk assessment must be undertaken by competent persons and a
written report of the findings must be produced. The written report is subject to the
approval in writing of the Local Planning Authority. The report of the findings must
include:
(i) a survey of the extent, scale and nature of contamination;
(ii) an assessment of the potential risks to:
� human health,
� property (existing or proposed) including buildings, crops, livestock,
pets,
woodland and service lines and pipes,
� adjoining land,
� groundwaters and surface waters,
� ecological systems,
� archaeological sites and ancient monuments;
(iii) an appraisal of remedial options, and proposal of the preferred option(s).
This must be conducted in accordance with DEFRA and the Environment Agency’s
‘Model Procedures for the Management of Land Contamination, CLR 11’.
