Energy Utilisation
There does appear to be some inconsistency in the scoring of this criterion. For example, in
the assessment of Site 4 at Costessey, the ES concludes that there may be the opportunity
to serve local villages whilst with regard to Site 7, which is 300m from the village of
Blackborough End, there is no mention of the potential to supply the village. Whilst this
inconsistency does not affect the scoring for the site at the Willows, it is further evidence that
the assessment is not robust.
Flood Risk
According to the Local Authority’s Strategic Flood Risk Assessment Climate Maps (the maps
used to govern development in the Borough) the site is located in Flood Zone 3 (see below).
Groundwater Vulnerability
Officers cannot comment on this aspect of the findings of the ASA.
Aerodrome Safeguarding Zones
Officers cannot comment on this aspect of the findings of the ASA.
Air Quality Management Area (AQMA)
Officers have no comment to make on this aspect of the findings of the ASA. The impacts of
the scheme at the Willows specifically are referred to below. However, the development
does not have to be within an AQMA to affect it and there is no indication in the assessment
as to which of the other sites could affect any other AQMAs in Norfolk.
Proximity to Waste Arising
The 10 miles radius of a centre as an arbitrary figure - waste is coming from the whole of
Norfolk not just the immediate centre. This criterion is not representative of the proximity of
the facility to the waste it will be receiving and is predicated on the assumption in the
emerging waste core strategy that an incinerator will be located in the King’s Lynn area.
