2.3 The land (37m x 157m) currently contains a single story pre-fabricated ‘Park
Home’ type unit of accommodation with conservatory and balcony, set on
concrete hard standing, centrally positioned on the site approximately 60m
north of the highway edge. This residential unit is occupied by Rodney Wilson
and his partner Pamela Wenn. The western and eastern boundaries of the
site are bordered by conifer trees, with mixed trees at the road edge (south).
Gates hung to walls form the entrance to the site with a tar-mac drive leading
to the residential unit. The northern area of the site is utilised as grazing
paddock.

3.2 EAST OF ENGLAND PLAN
Policy H3: Provision for Gypsies and Travellers - Local authorities should
make provision for sites/pitches to meet the identified needs of Gypsies and
Travellers living within or resorting to their area.
Policy WAT4: Flood Risk Management - States that the priorities are to
defend existing properties from flooding and locate new development where
there is little or no risk of flooding.
