BOC Immingham Dissolved Acetylene Project Environmental Statement: Vol. 2 Main Text Pedestrian and Cyclist Delay and Amenity 12.78 Whilst there will be an increase in the volume of traffic using the designated route, the increase is not significant (i.e. less than a 30% increase) and is therefore unlikely to have any effect on the level of delay experienced by pedestrians and cyclists. Accidents and Safety 12.79 As the traffic speeds of vehicles accessing the site during the operational phase are not expected to vary from baseline traffic speeds, there is not expected to be any associated increase in accidents resulting from speeding. The baseline analysis of accident records demonstrated that there are no significant accident clusters in the vicinity of the site, and therefore there is no reason to consider that the incidence or seriousness of accidents will be affected. Significance of Impacts during Construction 12.81 The significance of the construction period on the local highway network has been determined in accordance with the definitions in Table 12.6. A summary of the results of this process is presented in Table 12.17. Mitigation Measures 12.82.1 This chapter of the ES has identified that the transport impact of the development on the surrounding highway network is minimal, and therefore as no significant adverse impacts have been identified, no mitigation measures are proposed. 12.83 Nonetheless, it is noted that a framework CTMP and FMP have been produced (see Annex 12) in order to identify and minimise the predicted low volume of construction traffic as well as HGVs once the site is fully operational. 5100935.404 Environmental Statement August 2011 222
BOC Immingham Dissolved Acetylene Project Environmental Statement: Vol. 2 Main Text Summary 12.84 The significance of the key environmental impacts identified in the study area during the construction and operational phases are: � Hobson Way No Significant Effect; � Kiln Lane No Significant Effect; � the A1173 No Significant Effect; and � the A180 No Significant Effect. 12.85 Notwithstanding this, a framework CTMP and FMP have been prepared (see Annex 12). As the precise nature of construction works and programming will be determined following the appointment the Construction Contractor, the framework CTMP is an organic document that will be updated as new information becomes available. The framework FMP has been prepared to provide potential measures to reduce freight on the road network (see Appendix 12A).
