The lifetime of the development will need to be confirmed. The flood risk
to the development, including an appropriate allowance for climate
change, will then need to be considered over the lifetime of the
development. If the development is required to remain operational during
a flood event the 0.1% annual probability, plus an allowance for climate
change flood event, should be considered for determining the level at
which flood sensitive equipment and areas of safe refuge are set. Also,
other parts of the development will need to be shown to be flood resilient
easily recoverable following a flood.
The proposal should be accompanied by a robust Flood Warning and
Evacuation Plan. As part of this plan we recommend registration with the
Environment Agency’s free Floodline Warnings Direct service.
The EA considers the plans for the EIA to be appropriate for the site in
terms of groundwater and land contamination. The site is considered to be
of relatively low sensitivity with respect to groundwater issues.
Nevertheless, the proximity of surface waters to the site warrants the
additional works proposed in section 6.16 of the Scoping Report. Please
note that any reports or investigations should be done in accordance with
PPS 23 'Planning and Pollution Control' and Contaminated Land Report
(CLR) 11 'Model Procedures for the Management of Land Contamination'.
The operational lifetime of the development is 25
years. A FRA has been carried out. The FRA has
considered all of the EA’s requirements and is
presented in Appendix 9A and summarised in
Chapter 9: Flood Risk.
The FRA resulted in the following recommendations,
which BOC plans to follow:
� during construction and throughout its operation
the proposed Dissolved Acetylene facility should
be included on the EA flood warning register; and
� that a flood warning and emergency evacuation
plan be prepared and submitted to the LPA for
approval before construction of the plant is
completed.
Further information is presented in Appendix 9A.
Section 16.6 referred to the collection of additional
baseline data, including an intrusive ground
investigation with appropriate representative soil and
groundwater sampling and chemical analysis. The
results of this exercise are provided in Chapter 7
(Geology, Hydrogeology and Land Quality). The
preparation of Chapter 7 has taken PPS 23 and
CLR 11 into account.
