32 13-03-2002 Wil Europa, mijnheer de Voorzitter, internationaal meetellen én zijn eigen veiligheid niet in de waagschaal stellen, dan zijn een geloofwaardige Europese defensie-inbreng in de NAVO en een coherent, realistisch Euro-Atlantisch veiligheidsconcept nú meer dan urgent. Op straffe van internationale marginalisering en isolering van Europa! Inzake het uitgebroken staalconflict tussen de VS en de EU valt daarentegen geen redelijke verontschuldiging aan te voeren voor dit staaltje van ongeremd Amerikaans protectionisme en unilateralisme op handelsgebied. De zwakte van de eigen staalindustrie afwentelen op die van andere landen door een importheffing van 30 procent gedurende drie jaar, voert de spanning in de transatlantische betrekkingen nog eens extra op. Voorts brengt deze eenzijdige Amerikaanse regeringsmaatregel de nieuwe handelsronde binnen de WTO in gevaar. Bovenal sorteert de ingreep een negatief effect op de Amerikaanse economie: tegen het behoud van 9000 arbeidsplaatsen in de Amerikaanse staalsector staat het mogelijke verlies van maar liefst 75.000 arbeidsplaatsen in andere economische sectoren vanwege hogere staalprijzen. Mijnheer de Voorzitter, hoe verder? Een handelsoorlog tussen de VS en de EU zou stellig op het slechtst denkbare politieke moment komen. Pogingen tot beslechting van het geschil binnen het WTO-verband zijn derhalve verre te prefereren. Bijvoorbeeld door een serieuze Europese bijdrage tot ontspanning en versterking van de transatlantische relaties. 3-059 President. - The debate is adjourned. It will resume at 3 p.m. with a statement by Commissioner Solbes. * * * 3-060 Banotti (PPE-DE). - Mr President, on a point of order, you may be aware that Parliament's entire e-mail system has practically crashed. This is a direct result of the unforgivable spamming of our system by a certain Dr Rath of Germany, who appears to have considerable interests in the matter of vitamin therapy on which we are voting this morning. Several times in this House I have protested about this totally unacceptable invasion of our system, which has no place here and is causing serious problems for Members. I would like to reassure Members that we are doing our very best to take action in this regard. I would also repeat that all Members are entitled to request a filter for their system if they are being annoyed by these e-mails, which will then be removed. However, the ubiquitous Dr Rath - wherever he is, and I suspect he is in this House - has carefully changed the message regularly as it comes through, making it very difficult for our services to block these e-mails. We would have blocked them if we could have done so. However, each individual Member can request a filter on his or her machine to prevent these completely counter-productive e-mails from coming in. (Applause) 3-061 Cashman (PSE). - Mr President, I should like to make a correction to what Mrs Banotti has just said because we will be dealing with spamming and unsolicited commercial e-mails at a later plenary. What we are being targeted with is not spam. Spam is untargeted. We are quite clearly being targeted in this particular case. 3-062 McKenna (Verts/ALE). - With relation to this whole spamming issue, everybody in Parliament is extremely frustrated with the campaign that is taking place. But I have spoken with organisations in the UK and Ireland this morning who are clearly as frustrated as we are. I may be paranoid, but I wonder whether industry is behind this attempt to get a reaction from Members of Parliament.
