Employment and Social Affairs, on the Council common position for adopting a European Parli<strong>am</strong>ent and Council<br />
directive on the minimum health and safety requirements regarding the exposure of workers to the risks arising<br />
from physical agents (Noise) (Seventeenth individual Directive within the meaning of Article 16(1) of Directive<br />
89/391/EEC) (10479/1/2001 – C5-0546/2001 – 1992/0449A(COD))<br />

L<strong>am</strong>y, Commission. – Monsieur le Prési<strong>den</strong>t, la Commission sur ce rapport accepte totalement les <strong>am</strong>endements 1, 2, 6, 7,<br />
8, 9, 10, 11, 12, 14, 17, 18, 20, 22. Ces <strong>am</strong>endements en effet <strong>am</strong>éliorent à notre sens la qualité du texte ou clarifient son<br />
sens.<br />
Nous acceptons, en partie, les <strong>am</strong>endements 4, 15, 16 et 19 et nous rejetons les <strong>am</strong>endements 3, 5, 13, 21 ainsi que 23 et<br />
25.<br />

Thorning-Schmidt (PSE), ordfører. - Hr. formand, det drejer sig i virkelighe<strong>den</strong> ikke om selve betænkningen men faktisk<br />
en kommentar til forretningsor<strong>den</strong>en. I går da vi debatterede dette spørgsmål, spurgte jeg forman<strong>den</strong>, om vi kunne afvikle<br />
forhandlingen på en anderledes måde og måske få en mere livlig debat, ved at jeg talte i fire minutter og derefter afrundede<br />
debatten med et minut af min taletid. Forman<strong>den</strong> var meget venlig og sagde, at det kunne vi godt gøre, og det hele gik<br />
ganske fint.<br />
Mit spørgsmål til Dem, hr. formand, er, om De vil instruere <strong>mødet</strong>jenesten om, at det faktisk er en fremgangsmåde, som<br />
man kan benytte hér i Parl<strong>am</strong>entet, og at <strong>den</strong> støttes af formandskollegiet med henblik på at skabe en mere livlig debat. Da<br />
jeg spurgte <strong>mødet</strong>jenesten, om det kunne lade sig gøre, sagde de faktisk nej til, at man kunne forhandle på <strong>den</strong> måde. Så<br />
jeg vil bede Dem om, hr. formand, at instruere <strong>mødet</strong>jenesten om, at det er en fremgangsmåde, vi benytter hér i<br />
Parl<strong>am</strong>entet. Det skaber livligere debatter, og der er i forretningsor<strong>den</strong>en intet til hinder for, at man benytter <strong>den</strong><br />
fremgangsmåde.<br />

Presi<strong>den</strong>t. - This is not a matter I can deal with at the moment. The Presi<strong>den</strong>t has, along with the group chairmen, initiated<br />
a debate on how we can make the plenary more interesting. That is the right place for that question to be raised. In<br />
addition, as all Members know, Mr Corbett has produced an excellent report on how we might enhance the working<br />
methods of this House. This matter will also be dealt with in that report.<br />

the Environment, Public Health and Consumer Policy, on the Council common position for adopting a European<br />
Parli<strong>am</strong>ent and Council directive on the approximation of the laws of the Member States relating to food<br />
supplements (12394/2/2001 – C5-0640/2001 – 2000/0080(COD))<br />

Jackson (PPE-DE). - Mr Presi<strong>den</strong>t, I rise on a point of order as the chairman of the committee which is bringing this<br />
report to Parli<strong>am</strong>ent, and particularly on behalf of the rapporteur. Members of this Parli<strong>am</strong>ent will be aware of the very<br />
high degree of public interest in this issue and of the lobbying to which we have all been subjected. I <strong>am</strong> not against that<br />
lobbying - a lively parli<strong>am</strong>ent should welcome lobbying from all sides.<br />
(Applause)<br />
But the situation regarding this particular directive is unusual and serious. Firstly, the rapporteur, Mrs Müller, who has<br />
done her job very gallantly, has been subjected to unacceptable harassment and threats. Lies have been disseminated as to<br />
her motivation. Secondly, the people in question, led by Dr Rath from Germany, have practised deception on Parli<strong>am</strong>ent.<br />
They gained entry as a news te<strong>am</strong> to the committee meeting when her report was adopted, and used the material to make a<br />
video that caricatures the views of the Committee on the Environment and its rapporteur.<br />
Mr Presi<strong>den</strong>t, I ask you to consider what can be done about this. I would like to ask the Presi<strong>den</strong>cy to find a means of<br />
dealing with such excessive, fraudulent and oppressive approaches.<br />
