Pada tanggal 4 November 2008, Presiden Republik<br />
Indonesia dan Menteri Hukum dan Hak Asasi Manusia<br />
menandatangani Peraturan Pemerintah No. 71 tahun<br />
2008 (“PP 71/2008”) tentang perubahan ketiga atas PP<br />
No. 48/1994 tentang pembayaran pajak penghasilan atas<br />
penghasilan dari pengalihan hak atas tanah dan/atau<br />
bangunan. PP 71/2008 ini mengatur penghasilan wajib<br />
pajak yang melakukan transaksi pengalihan hak atas<br />
tanah dan/atau bangunan akan dikenakan pajak yang<br />
bersifat final efektif tanggal 1 Januari <strong>2009</strong>.<br />
Atas perubahan kedua peraturan di atas, Perusahaan<br />
menikmati penurunan tarif efektif pajak penghasilan badan<br />
dari 8,2% menjadi 5,5% pada tahun <strong>2009</strong>. Akan tetapi<br />
pada tahun 2010 tarif efektif pajak penghasilan badan<br />
sudah sama yaitu 5,5%<br />
Perubahan Kebijakan Akuntansi<br />
Efektif tanggal 1 Januari 2010 perusahaan dan anak<br />
perusahaan mengadopsi PSAK No 26 (Revisi 2008)<br />
tentang Biaya Pinjaman. Penerapan PSAK ini tidak<br />
memberikan pengaruh yang signifikan terhadap pelaporan<br />
keuangan dan pengungkapan dari perusahaan dan anak<br />
perusahaan.<br />
PROSPEK USAHA DAN STRATEGI KE DEPAN<br />
Populasi dunia akan mencapai 7 miliar jiwa tahun ini. Isu<br />
yang terkait dengan pertumbuhan populasi tampaknya tak<br />
kunjung berakhir dengan masalah; kemiskinan, pasokan<br />
pangan dan air, perubahan iklim, tingkat kesuburan tanah,<br />
dan banyak lagi. Sampai puluhan tahun mendatang<br />
jumlah penduduk akan terus tumbuh. Sehingga timbul<br />
kekhawatiran baru; Manusia versus Planet Bumi .<br />
Akan tetapi bagi perusahaan properti, pertumbuhan<br />
penduduk yg diikuti pertumbuhan ekonomi, merupakan<br />
peluang bisnis dan bukan sebaliknya. Untuk kondisi<br />
Indonesia, beberapa faktor yang berpengaruh positif<br />
bagi pertumbuhan berkelanjutan bisnis properti dan PT<br />
<strong>Ciputra</strong> <strong>Development</strong> Tbk adalah sbb :<br />
• Pertumbuhan ekonomi dan stabilitas sosio-politik yg<br />
berkelanjutan.<br />
• Jumlah penduduk yang banyak dan komposisi<br />
demografi yang menguntungkan, dimana terdapat<br />
jumlah besar penduduk usia muda yang produktif dan<br />
peningkatan jumlah penduduk kelas menengah dengan<br />
daya beli yang meningkat setiap tahun.<br />
• Peningkatan investasi asing langsung (Foreign<br />
Direct Investment) di sektor riil, sehingga menambah<br />
permintaan akan rumah, hotel, apartment, ruang<br />
perkantoran dan kawasan industri.<br />
• Peningkatan daya beli masyarakat di daerah penghasil<br />
komoditas di luar pulau jawa, sehingga mempengaruhi<br />
lifestyle untuk bertempat tinggal di kawasan real estate<br />
yang tertata maupun apartmen.<br />
• Suku bunga KPR yang relatif masih rendah, dan<br />
kelebihan likuiditas perbankan sehingga memudahkan<br />
konsumen untuk mendapatkan pinjaman bank.<br />
• Kelangkaan tanah versus pertumbuhan penduduk,<br />
sehingga properti dipilih sebagai salah satu sarana<br />
investasi.<br />
On 4 November 2008, the President of the Republic of<br />
Indonesia and the Minister of Law and Human Rights<br />
signed Government Regulation No. 71/2008 (PP No.<br />
71/2008) on “the third changes on PP No. 48/ 1994<br />
regarding payment of income tax on income from transfer<br />
of rights on land and/or building”. This regulation provides<br />
that, effective 1 January <strong>2009</strong>, the income of a taxpayer<br />
from transactions of transferring rights on land and/or<br />
building, will be subject to final tax.<br />
As a result of the changes in the two regulations, the<br />
Company experienced a decrease in effective rate of<br />
corporate income tax from 8.2% to 5.5% in <strong>2009</strong>. This<br />
rate still prevails in 2010.<br />
Changes in Accounting Policies<br />
Effective 1 January 2010 the company and its<br />
subsidiaries adopted PSAK No. 26 (Revised in 2008)<br />
regarding borrowing costs. The adoption of this policy<br />
had no significant effect on financial reports and<br />
disclosures.<br />
BUSINESS OUTLOOK AND FUTURE STRATEGIES<br />
The world population is estimated to reach 7 billion this<br />
year. Constant growth of population triggers never ending<br />
issues such as: poverty, depletion of resources (water,<br />
food), climate change, and depletion of soil fertility. This<br />
large growth is predicted to continue for more than ten<br />
years, surfacing concerns that the earth will not be able<br />
to sustain its current condition in the long term.<br />
However, population growth teamed with economic<br />
growth provides business opportunities for PT <strong>Ciputra</strong><br />
<strong>Development</strong> Tbk, giving the company a positive<br />
business outlook. This positive outlook is also supported<br />
by a few factors in the Indonesian economy, which are:<br />
• Sustainable economic growth and Socio-politic stability.<br />
• A large population most of which are a part of the<br />
labor force, thus are productive and have improving<br />
purchasing power.<br />
• Boost of Direct Foreign Investment in the real sector<br />
thus increasing demand of housing, hotel, apartment,<br />
office spaces and industrial areas.<br />
• Improvement of society’s purchasing power in<br />
commodity producing areas outside of Java, thus<br />
increasing the demand for better housing areas and<br />
apartments.<br />
• Low mortgage interest and banks’ high liquidity, making<br />
it easier for consumers to borrow.<br />
• Lack of land stock and rapid growth of population<br />
makes property one of the most sought after form of<br />
investment.
