ABSTRACT<br />
In the highly competitive 21 century, management of human resources has to take<br />
gender issues into account in order to improve diversity. In September 1995, representatives<br />
from 189 countries attended United Nations Fourth World Conference on Women in Beijing.<br />
The representatives signed the “Beijing Declaration and Platform for Action” during the<br />
meeting to formally propose and advocate the idea of gender mainstreaming to provide<br />
directions for developing strategies of pursuing and implementing gender equity.<br />
The idea of gender mainstreaming has been accepted in Taiwan in the recent years. As<br />
a result, ensuring gender equity has become more important. The government has showed<br />
its efforts to pursue gender equity by passing and enforcing the Act of Equal Employment for<br />
Men and Women, and by implementing the Plan to Develop Female Leaders in all Executive<br />
Yuan Organizations. However, the percentage of women to be promoted to middle or<br />
high-ranking executives is still relative low in the public sector. Therefore, this research<br />
intends to critically examine gender issues in the public service in Taiwan. It is hoped that a<br />
series of practical recommendations can be developed to improve the programs ensuring<br />
gender equity or the implementation of these programs.<br />
Based on these thoughts, this research will utilize methods such as literature review,<br />
in-depth interview, and focus group to understand characteristics of public organization in<br />
Taiwan, find whether women in Taiwan are treated unfairly regarding their career<br />
development, review the practices of human resource management of OECD countries<br />
promoting gender mainstreaming, and propose ways of duplicating successful gender<br />
mainstreaming programs in Taiwan, including developing sensitive gender indicators. By<br />
achieving these proposed goals, this research hopes to improve public human resource<br />
management practice and contribute to the realization of gender mainstreaming in Taiwan.<br />
